This is a long-term freelance opportunity for a Site Agent with a strong background in heavy civil engineering, highways infrastructure, and rail-related structures, capable of managing complex construction activities in a highly regulated environment.
Role & Responsibilities
As Site Agent, you will take full responsibility for the day-to-day management of site operations, ensuring works are delivered safely, on programme, within budget, and to the required quality standards.
Key responsibilities include:
- Managing and coordinating all on-site construction activities across highways and rail structure packages
- Overseeing the delivery of structures such as bridges, viaducts, retaining walls, culverts, underpasses, drainage systems, and earthworks
- Ensuring works comply with HS2 technical standards, design specifications, and contractual requirements
- Leading site teams including engineers, supervisors, subcontractors, labour, and plant resources
- Reviewing, implementing, and managing RAMS, method statements, and permits to work
- Ensuring compliance with all health, safety, environmental, and quality (HSEQ) requirements, including HS2 and CDM regulations
- Coordinating with design managers, temporary works coordinators, and section engineers to resolve technical and construction issues
- Managing interfaces between highways works and rail infrastructure, including possessions, access constraints, and third-party stakeholders
- Producing short-term programs, look-ahead schedules, and progress reports
- Monitoring productivity and progress, identifying risks and opportunities, and implementing mitigation measures
- Supporting commercial teams with progress updates, variations, and change management where required
Candidate Requirements
- Demonstrable experience working as a Site Agent on major civil engineering or infrastructure projects
- Strong technical background in highways construction and rail structures
- Experience delivering complex structural works in live or constrained environments
- Previous experience on HS2 or comparable large-scale infrastructure projects (e.g. highways schemes, rail upgrades, major civils)
- Valid SMSTS, CSCS (Gold or Black), and First Aid qualifications
- Sound knowledge of temporary works procedures and construction methodologies
- Strong leadership, organisational, and communication skills
