We are currently working with a West Midlands based Local Authority who are recruiting for a Technical Managerto join them on an interim basis and lead the technical and surveying team in delivering efficient, customer-focused property and asset management across the Council’s portfolio, ensuring effective project delivery, compliance, and strategic support.

Duration: 12 Months Initially

Rate: Negotiable(Inside IR35 umbrella)

Responsibilities:

  • Support the Asset Manager in achieving operational goals, contributing to strategic service development, and ensuring professional, customer-focused, compliant, and high-performing service delivery.
  • Lead and manage a multidisciplinary team of Project Management, Commercial, and Estate Management Surveyors, overseeing performance, resource allocation, recruitment, training, and providing expert guidance to deliver comprehensive property and asset management services.
  • Oversee project delivery from inception to completion, ensuring compliance with CDM regulations, asbestos legislation, and other statutory requirements; coordinate with the Compliance Manager to align work with up-to-date stock data and support data collection and maintenance.
  • Lead or support the preparation of Council reports, contract documentation, tender specifications, procurement strategies, and ensure adherence to Public Contracts Regulations and internal procurement policies.
  • Develop and maintain contract monitoring systems to provide accurate performance, expenditure, and budget data for informed decision-making and effective contract management, sharing insights with stakeholders as needed.
  • Supervise various property surveys (e.g., defect inspections, stock condition, dilapidation, leaseholder compliance), ensuring timely updates to asset and financial systems and contributing to their ongoing development and use.

Requirements:

  • Degree in Building Surveying or related field and/or chartered membership (RICS, CIOB, or equivalent)
  • NEBOSH or equivalent H&S qualification
  • Strong background in investment programme delivery and contract management
  • Solid technical knowledge of Fire Safety, Asbestos, and M&E services
  • Extensive experience in building surveying and public sector projects
  • Proven team leadership and staff development skills
  • Skilled in delivering projects compliant with CDM regulations
