Talent & Recruitment Business Partner

Venn Group are supporting in the recruitment of an interim Talent & Recruitment Business Partner to manage the full lifecycle of temporary agency recruitment within a public sector setting. This role is central to delivering efficient staffing solutions and driving long-term workforce stability through effective conversion and compliance strategies.

Key Responsibilities:• Manage end-to-end recruitment for agency workers, ensuring timely, cost-effective placements• Drive strategic initiatives to convert temporary workers into permanent roles• Collaborate with hiring managers, HR, procurement, and MSPs to ensure alignment with workforce plans• Monitor compliance with AWR, IR35, and employment legislation• Reduce off-contract spend and enhance vendor performance through strong MSP management• Implement contract management best practices and ensure effective SLA/KPI oversight• Track recruitment data and workforce trends to inform strategic decisions• Deliver guidance on temporary staffing best practice and regulatory requirements• Address recruitment challenges in high-demand or hard-to-fill areas

Key Requirements:• Strong understanding of temporary staffing regulations (AWR, IR35, etc.)• Proven local government recruitment experience• Experience managing MSPs and vendor relationships• Demonstrated success reducing off-contract spend and improving hiring efficiency• Strong analytical, reporting, and problem-solving skills• Excellent stakeholder engagement and influencing capabilities
