Positive Employment is currently recruiting for a Assistant Accountant for our client a local government organisation in Caerphilly, Wales.

The successful candidate will support the Finance Manager and Senior Accountant in the provision of financial management information relating to specific grant programmes with advice to services within the Corporate Services Directorate and the Economy and Environment Directorate.

They will provision of financial advice and accounting support to grant managers including production of designated grant budget monitoring reports, financial submissions and management information, preparation of service budgets, grant claims and financial outturn.

Contribute to the effective monitoring and evaluation of designated grant programmes including any re-purposing of the funds within the constraints of the grant terms and conditions.

This role is a 9 month contract with the possibility to extend.

Duties and Responsibilities but not limited to:

  • Preparation and production of regular monitoring reports and management information within agreed timescales.
  • Liaise with service managers in the preparation and discussion of monitoring reports and grant claim submissions.
  • Provide financial updates and brief the Senior Accountant in support of service area’s financial monitoring and in the preparation of financial reports to Cabinet and Scrutiny Committee.
  • Coordination and preparation of budget estimates for the service areas monitored and assist the Finance Manager and Senior Accountant in other budget setting activities.
  • Prepare year-end accounts for designated services/grants within the Economy and Environment and Corporate Services Directorates and support the Senior Accountant in the preparation of Directorate outturn reports.
  • Contribute towards the maintenance of the grant accounts by identifying and correcting miss-Caerposted income and expenditure.
  • Provide advice on the financial coding structure.
  • Support services in the preparation of grant submissions.
  • Monitor expenditure on grant related work and preparation of regular grant claims.
  • Represent the Finance Team and attend and contribute to meetings.
  • Liaising with other support service staff regarding financial information, accounts close down etc.
  • Ensure relevant holding accounts are reconciled and cleared in a proper and timely manner.
  • Complete all appropriate returns and questionnaires.
  • Attendance at formal and informal meetings.
  • Assisting in the delivery of financial training.
  • Respond and answer queries from / to Service Division in relation to budget spend and monitoring, expenditure analysis, grant funding and expenditure.
  • Out of hours working may be necessary to attend relevant meetings.
  • Delegate work tasks and supervise and monitor junior members of the Finance Support team.

Personal Requirements:

  • Association of Accounting Technicians (AAT) Level 4 or Relevant Level 4 financial qualification on the Credit and Qualifications Framework for Wales.
  • Knowledge of financial systems and associated accounting and financial procedures. For example OLAS, iTrent, Proactis or equivalent systems.
  • Sound grasp of the core accountancy skills including Accountancy and Auditing Standards, SORP, IFRS, reconciliation procedures.
  • Financial knowledge and experience, preferably gained within a local government accountancy environment.
  • Budget setting, budget monitoring and accounts closure systems, processes and procedures.
  • Knowledge of the procedures of grant application and claim submission (Desirable).
  • Experience in monitoring and budget setting, including grants.
  • Experience of contributing toward the preparation of year-end accounts.

Working Hours: 37hrs / 9:00am - 17:00pm / Monday to Friday

Pay: £22.61 p/h
