Children's Social Care Transformation Lead

Location: Carlisle, Hybrid (3 days a week in office, flexible)

Are you a strategic leader with a passion for transforming Children and Families services?

We are seeking an exceptional individual to lead the development and implementation of our strategy for Children and Families, ensuring the delivery of high-quality, inclusive, and professionally safeguarding services for children and young people in Cumberland.

Role Purpose

  • To lead the development and implementation of the strategy for Children and Families services, ensuring high-quality, inclusive services.
  • To ensure professional safeguarding, support, and care for children and young people in Cumberland.
  • To translate the council's corporate strategy into an actionable plan for Children's Services, including residential home openings and reducing children in care services.
  • To lead and continuously improve services, focusing on a system-wide approach and innovative practices.
  • To ensure compliance with legal responsibilities for safeguarding (e.g., Children's Act 1989, 2004).

Key Responsibilities

  • Develop and implement the overall strategy for Children and Families, including Cared For services, quality assurance, and provider services.
  • Lead the service area to translate strategy into successful delivery, ensuring high-quality services that meet the needs of children, young people, and their families.
  • Identify trends in Children's Services, anticipate future issues, and promote creative and innovative approaches.
  • Foster and maintain constructive relationships with a wide range of internal and external stakeholders to achieve shared objectives.
  • Ensure compliance with legal and regulatory frameworks, and hold self and others accountable to commitments.
  • Collaborate with various teams, departments, and external partners (e.g., health, education, police) to create a supportive network for children and families.

About You

You will have demonstrable experience at a Head of Service (HOS) level, specifically as a Responsible Individual for children's homes and provider services at a strategic level. We are looking for someone with extensive, in-depth experience of reducing cared for children numbers, joint commissioning, and transformation of these services and sufficiency strategies. You will have "lived and breathed" these services at an outstanding/good level, demonstrating a deep understanding and a track record of success.
