This is an opportunity for a Cost Engineer to work in a key position within the TAR team for our client who own and operate the Fife Ethylene plant.
The Cost Engineer will be part of the Turnaround team preparing for the major site Turnaround (TA) in 2026. The Cost Engineer will lead the cost estimating and control processes. In addition you'll support procurement in setting up the contracts with the contractors associated with TA execution.
The role and responsibilities will include:
Cost Estimating & Cost Control:
- Develop and maintain comprehensive cost estimates throughout the TA planning and execution phases.
- Ensure a consistent cost planning and estimating methodology in alignment with internal and external assurance requirements.
- Collaborate with the Planning team to produce accurate and detailed cost documentation.
- Track and manage TA budgets, supporting change management and benchmarking.
- Present, negotiate, and justify cost estimates to the TA Manager and Site Leadership team.
- Provide quantitative and KPI support to help steer cost-effective decision-making.
Contracts Oversight:
- Support the procurement process to ensure contracts are fit-for-purpose, enabling effective delivery against scope, budget, and schedule.
- Oversee contract setup, administration, and compliance, working with Procurement and Commercial teams.
- Ensure contract integrity and prevent leakage during turnaround execution and contractor payment.
- Develop and implement turnaround specific contract policies and procedures.
- Resolve disputes with a focus on achieving the best business outcomes, in coordination with legal and commercial teams.
- Lead Supplier Relationship Management (SRM) meetings and monitor contractor performance against KPIs.
Essential requirements for this vacancy include:
- Proven experience in cost estimating and cost control during the execution phase of complex events, e.g. turnarounds, shutdowns and major maintenance activities.
- Strong Excel and related software skills.
- Effective communication and presenting skills.
This role is integral to delivering a cost-effective and contractually sound turnaround, combining financial discipline with commercial oversight to support a major operational event at the Fife Ethylene Plant.
The advertised rates are based on PAYE pay status. However, the successful candidate may opt to work through an Umbrella company if preferred. Further details can be discussed upon application.
