Join the dynamic and forward-thinking team at the London Borough of Croydon, the most populous borough in London, known for its rich history and vibrant cultural scene. As part of their ongoing transformation- driven by the Mayor's Business Plan- Croydon are committed to creating a place of opportunity, improving financial sustainability, and enhancing the quality of life for their residents.
Background: Over the past year, Croydon Council has made major strides in transforming its housing services- investing over 30 million in home upgrades and launching a new repairs contact centre.
Following significant improvements in housing standards, repairs, and resident engagement, the Regulator of Social Housing lifted its previous notice. With a 166 million regeneration of Regina Road underway and a strong focus on safety, customer care, and resident-led change, Croydon is committed to delivering high-quality homes and services as part of its Future Croydon 2024-29 programme.
As part of this transformation, Croydon Council is now working in partnership with Adecco Public Sector to recruit a permanent Head of Housing Management.
Your New Role: As Head of Housing Management, you will be reporting into the Director of Housing Management. You'll lead the design and delivery of tenancy services across Croydon's housing stock- from anti-social behaviour, tenancy sustainment, and estate improvements, to driving up resident satisfaction and service standards.
This is a pivotal role within the wider Housing Directorate, and you'll be expected to work collaboratively with internal and external partners, elected members, and community advocates. Your leadership will ensure services are not only compliant with regulatory and legal standards, but also deeply aligned with Croydon's core values of fairness, transparency, and value for money.
What You'll Be Responsible For
- Leading and motivating dedicated housing management teams to deliver outstanding, resident-focused services.
- Setting strategic direction and leading service transformation across tenancy management, estate services and community engagement.
- Driving continuous improvement, innovation, and service performance using robust data and resident feedback to sharp service delivery
- Managing complex risks, resolving and learning from high-profile complaints, and responding to sensitive political and regulatory issues.
- Ensuring Croydon's housing services are inclusive, equitable, and meet the highest safeguarding and health and safety standards.
- Working in partnership with contractors, residents, elected members and external agencies to deliver service excellence.
- Supporting financial sustainability by managing budgets effectively and delivering value for money across your portfolio.
What We're Looking For: We're looking for a highly experienced and resilient leader with:
- A strong track record of senior leadership within housing management in a complex public sector environment.
- Deep knowledge of housing legislation, tenancy law, regulatory compliance and policy.
- Proven experience in transformational leadership, service improvement and people development.
- The ability to think strategically and operate effectively in a politically sensitive, fast-paced environment.
- A passion for social impact and a commitment to involving residents in shaping the services they receive.
- Strong financial acumen, partnership working skills, and an inclusive leadership style.
You'll also bring:
- A degree-level qualification or equivalent experience in a relevant field.
- A clear understanding of safeguarding, health and safety, equality, and diversity in the context of housing services.
- Exceptional interpersonal, communication and stakeholder engagement skills.
What Croydon Offer
- An opportunity to shape housing services in one of London's largest boroughs
- The chance to lead real, lasting change that improves lives and communities
- A supportive leadership environment with strong corporate values and collaboration at its core
- Access to flexible working, generous holiday allowance, and an excellent local government pension scheme
