Exciting Opportunity for a Highway Development Control Engineer in the East Midlands
A fantastic contract opportunity has become available for a detail-oriented Highway Development Control Engineer to join my client's busy Highways Development Management team in the East Midlands. Working on behalf of a local authority, you'll play a critical role in assessing and managing the highway implications of new developments.
As part of a dedicated technical team, this role is crucial in ensuring that residential, commercial, and strategic developments align with highway safety, design standards, and planning policy.

The main duties of the Highway Development Control Engineer are:
路Assess the impact of planning applications on the highway network and provide formal technical responses.
路Liaise with planning authorities, developers, and consultants to ensure proposed developments meet highway standards.
路Review and comment on Transport Assessments, Travel Plans, and other supporting documentation.
路Recommend appropriate highway mitigation and improvement measures in line with policy and legislation.
路Undertake site visits to assess existing conditions and verify developer proposals.
路Prepare and review Section 38 and Section 278 technical submissions for highway adoption and improvements.
路Provide expert advice and support at planning committee meetings and public inquiries as required.
路Collaborate with internal teams including Traffic, Transport Planning, and Legal to support delivery of development-led infrastructure.
路Manage multiple projects and deadlines within a fast-paced planning environment.
路Support the coordination of developer-funded highway works, including timescales and technical approvals.

The Highway Development Control Engineer will have key experience in:
路Working within a Highways Development Management, Highway Engineering, or Planning team.
路Assessing planning applications from a highways and transportation perspective.
路Preparing and evaluating Section 38/278 technical drawings and documentation.
路Working knowledge of the Highways Act 1980, Design Manual for Roads and Bridges (DMRB), and Manual for Streets.
路Interpreting and applying highway policy, planning law, and design guidance.
路Strong written and verbal communication skills for internal reports and external consultation.
路A degree or equivalent in Civil Engineering or a related subject.
路Proficiency in using AutoCAD and GIS-based mapping tools (desirable).
路Experience working within or alongside local government or consultancy partners.
路Organised, proactive, and capable of balancing competing demands in a public-facing role.
