1. To manage the highway frontline teams both direct, & sub-contracting labor making sure all gangs work, vehicle, equipment is allocated each day.
2. To manager and promote good knowledge & awareness of highway building practices & Legislation be able to confidently make decision on site with minimal supervision
3. To manage, lead & promote good health and safety for yourself and your teams in line with the councils policies & legal legislation.
4. To build accurate costs for schemes delivered by the in-house teams using pricing matrix. Making sure all work is quoted Promptly & accurately resourced for clients to allocate spend affectively.
5. To co-ordinate the highway fleet, ordering plant, material & equipment as needed each day.
6. To help with ensuring that standby rotas are completed each season and operatives are in place for both highways and winter out of hours operations, to adequately supervise these operations out of hours by being on a callout rota
7. To be constantly looking for innovative solutions & products to help delivery of highway operations.
8. Carry out duties and responsibilities of the post in compliance with the City Councils Equality and Diversity Policy
9. To manage your teams personal development through Great Performance conversations, manage their occupational health appointments & completing councils corporate functions in line with the attendance management process.
10. To take the lead role in reviewing, tackling productivity, under performance each day. Carry out audits of staff, site set up and of vehicles each day. (Including having difficult conversations where needed)
11. To adequately work with a variety of computer programs MS packages & specialist asset systems (confirm) to manage workload and distribute work accordingly to teams.
12. To be responsible for the recruitment process for the frontline team be responsible for the recruitment process inline with the council policy and procedures.
Knowledge, including educational qualifications:
A relevant degree in an appropriate discipline or qualification or experience of an equivalent academic or professional standard
Educated to GCSE level or equivalent academic or professional standard
Knowledge of the required remit of council services and statutory processes e.g. consultation
Knowledge and good understanding of current initiatives and issues in local government and at a neighbourhood level
Experience:
Experience of working with residents and partners at a neighbourhood level
Experience of working with elected members and demonstrating political awareness
Experience of supporting the delivery of projects in a local government setting for example developing and monitoring action plans as a framework to deliver success
Experience of working with and engaging a broad range of stakeholders including Directors, as well as, elected members and the voluntary and community and faith sectors.
Experience of influencing others and working collaboratively with colleagues to deliver coordinated approaches that benefit residents
