Role Overview

Job Title: Client-Side Construction Senior Delivery Manager

2/3 Days a week - be able to travel to Dorset for Site Meetings.

350 to 450 a day


Key Responsibilities

  • Oversee building and construction projects from initiation to completion.
  • Undertake procurement tender exercises, assess and select contractors and external consultants, use appropriate frameworks, negotiate terms and conditions.
  • Manage budgets and estimate costs, ensuring projects are delivered within budget and agreed timescales.
  • Develop project plans, manage contractors and consultants, ensure all works are undertaken safely and compliant with necessary regulations and standards.
  • Inspect and validate works on site, providing reports, updates, and briefing packs.
  • Manage and mitigate project risks, resolve conflicts, and handle contract variations.
  • Promote a health, safety, and environmental culture within the team and among contractors.
  • Ensure compliance with statutory obligations, building regulations, and health & safety requirements.
  • Performance management of third-party service providers and contractors to ensure service levels and value for money.
  • Report on project progress to various Programme Boards, Committees, clients, and other key stakeholders.

Project and Programme Management Requirements

The current delivery manager covering these projects is being seconded to a different part of the Council. The interim post is to cover this secondment period, initially for a 6 month period.

The interim delivery manager will be responsible for project managing various construction projects for the Council. The projects are currently at different RIBA stages with project values ranging from 1m- 11m. With a total value of approx. 18m. The majority of the projects are for the Council's Children's Service Directorate particularly education and schools.

The Programme management roles will be for the 40m SEND delivery programme. This is a long -term programme that has been running since 2023. The current programme of work that needs to be reported on has an approximate value of 20m. 18m of which you will be project managing.

Key tasks include:

  • Attendance at regular Project Review Group and Programme Board meetings.
  • Monthly project and programme reporting, including progress dashboards, design updates, and CAPEX reports.
  • Liaising with the education department reporting on the overall spend, predicted total spend and project programmes for the SEND delivery programme.
  • Managing core project controls in line with governance requirements, including project execution plans, budgets, progress milestones, risk registers, and change management logs.
  • Procurement of external consultants through the Comensura framework, including development of bids, tendering, progress reporting, and payments.
  • Ensuring a consistent approach to commissioning and managing procurement processes.
  • Resolving project issues, managing contract variations, and ensuring value for money through value engineering.
  • Performance managing third-party service providers, consultants, and contractors.

Person Specification

  • Education: BSc/BA in Architecture, Building Science, Engineering, Construction Management or a related field (desirable).
  • Certifications: PMP or equivalent certification (desirable).
  • Experience: Proven experience in leading a team and managing major building or civil engineering projects. Experience with contract administration of multi-million-pound technical professional services contracts using the JCT suite of contracts.
  • Local Authority. Proven experience in work with Local authorities to delivery construction projects (desirable)
  • Skills: Strong commercial approach, process improvement and implementation capability, excellent communication skills, and familiarity with MS Office and construction/project management software.
  • Travel Requirement: The position requires travel for site visits, necessitating a vehicle or suitable transport.
