Job Overview:
The Quantity Surveyor (Q

S) will oversee the commercial management of the DRAX Beneficiation Pulverised Fuel Ash (PFA) Project, a joint venture to process legacy ash into low-carbon cementitious material. The role centres on procurement, tendering, cost control, and administration of NEC4 contracts (ECC Option A, PSC, ECC Short Forms, TSC). Requiring a bachelor’s degree and deep NEC4 expertise, the QS will manage budgets, early warnings, costed risk registers, Applications for Payment (AFP), and compensation events. Based on site with a small team, the role demands meticulous record-keeping, regular reporting to the Senior Construction Manager, and occasional travel.


Key Responsibilities:


Compile and administer NEC4 contracts (ECC Option A, PSC, ECC Short Forms, TSC), ensuring compliance with commercial and contractual obligations.
Lead procurement and tendering processes, including preparation, evaluation, and contract awards across NEC4 frameworks.
Manage early warnings, identifying risks and implementing timely resolutions.
Maintain a costed risk register, integrating risks into budget forecasts and mitigation plans.
Process and verify Applications for Payment (AFP), ensuring accuracy and alignment with project milestones.
Assess and negotiate compensation events under NEC4 guidelines.
Produce in conjunction with the Head of Finance and Project Development, oversee CAPEX budgets, ensuring cost control, accurate forecasting, and adherence to financial targets.
Produce cost reports, valuations, and payment certifications with precision and timeliness.
Resolve commercial disputes, escalating to the Senior Construction Manager when necessary.
Collaborate with contractors, the Joint Venture Partner (DRAX), and stakeholders to support project delivery.
Support pre-construction activities, including cost planning, procurement for early works, and design phases.
Maintain comprehensive records of commercial activities (early warnings, risk registers, AFPs, compensation events) and provide regular reports.
Ensure compliance with CDM regulations and support sectional and final project handovers.
Undertake additional contract-related tasks as directed by the Senior Construction Manager.


Skills and Qualifications:


Essential: Minimum bachelor’s degree in quantity surveying.
In-depth knowledge of NEC4 contracts (ECC Option A, PSC, ECC Short Forms, TSC).
Proven experience in procurement, tendering, and contract administration across NEC4 frameworks.
Expertise in managing early warnings, costed risk registers, AFPs, compensation events and dispute resolution.
Strong budget management, cost forecasting, and dispute resolution skills.
Proficiency in MS Project and FastDraft for contract and cost management.
Excellent analytical, communication, and record-keeping skills.
Ability to work collaboratively in a small team and independently with minimal supervision.
Willingness to travel within the UK and internationally as needed.
Experience in principal client or contractor environments, engaging diverse stakeholders.


Desirable:


Experience on projects similar to the DRAX PFA scheme, processing pulverised fuel ash for sustainable construction, industrial manufacturing or similar.
Familiarity with Joint Venture partner interfaces.
Background in cost management for early works, design procurement, or CAPEX-intensive projects.

Working Conditions:


Full-time, site-based role at DRAX (no remote working).
Occasional UK and international travel for supplier visits and offsite activities.
Collaborative environment under the Senior Construction Manager’s direction.


Contract Details:


Duration: Until Fulltime or other employment times until October 2026.
Options: Fulltime Fixed-term contract, limited company, or agency (all-inclusive rate).
Expenses: Reimbursed for offsite work.
