Are you an experienced Business Analyst with a strong background in Housing Management Systems? We are seeking a contract Business Analyst to join a Local Government organisation in the South West to support the delivery and optimisation of Housing IT solutions.
This is a critical role focused on ensuring the successful implementation of a new or upgraded Housing Management System (HMS), working with both technical teams and front-line housing services to drive effective delivery and user engagement.
Key Responsibilities-
Act as the lead Business Analyst on a Housing Management System project (e.g. implementation, upgrade, or migration).

Gather and document business requirements from housing service teams and technical stakeholders.

Facilitate workshops, process mapping, and gap analysis.

Support the development of test plans, data migration strategies, and user training materials.

Provide insight and challenge to ensure the solution meets both operational and regulatory needs.

Recent, hands-on experience in the delivery of Housing Management Systems (e.g. Northgate, Civica, Aareon, Capita).

Proven background in local government or housing sector business analysis.

Strong documentation, stakeholder engagement, and process modelling skills.

Ability to work in a hybrid environment, with occasional on-site presence in South West England.
