SEN Finance Coordinator

Start Date: ASAP

Duration: 6 Months Initially (likely extension) or 12 Month FTC

Rate: Negotiable Hourly Rate (Inside IR35)

Hybrid Working Arrangement

Key Responsibilities:

  • Lead and manage the SEN Payments Finance function, ensuring delivery is compliant with legislation, regulation, and best practice
  • Develop and maintain strong partnerships with internal departments, care pathway leads, external providers, and agencies
  • Ensure effective communication and coordination of financial processes, including provider engagement and response to queries
  • Oversee staff performance, setting clear targets aligned with service priorities, managing development, and ensuring accountability
  • Manage budgets and resources effectively, ensuring financial controls, reconciliation processes, and data integrity across systems (e.g., Oracle, Synergy, Mosaic)
  • Ensure service performance, using data and performance indicators to inform decision-making and drive continuous improvement
  • Support and lead service transformation, contributing to the redesign of finance systems, processes, and structures in collaboration with Strategic Finance and Children’s Services
  • Deliver governance and compliance, overseeing responses to complaints, FOIs, data breaches, and ensuring secure information handling in line with Council policy
  • Promote innovation and improvement, identifying opportunities to enhance SEN finance functions while maintaining statutory compliance
  • Contribute to business continuity planning and maintain operational readiness during service changes or disruptions
  • Represent the service in cross-departmental meetings, projects, and multi-agency forums

Key Skills and Qualifications:

  • Educated to degree level, or Part CCAB or AAT qualification.
  • Appropriate professional / management qualification, or equivalent management experience
  • Strong understanding of core finance functions (e.g., transactional and management accounting).
  • Knowledge of financial controls, performance indicators, and finance best practice.
  • Familiarity with financial technologies, such as Oracle Fusion, ERP systems, and reporting tools like Power BI.
  • Understanding of confidentiality, data protection, and HR processes (e.g., supervision and appraisal).
  • Ability to clearly communicate complex financial concepts to non-finance audiences.
