About the Role

Talented People are recruiting on behalf of a respected civil engineering and infrastructure contractor seeking an experienced Subcontract Procurement Lead. This role is pivotal in managing subcontractor relationships, ensuring compliance, optimising procurement efficiency, and supporting project success across multiple sites.

Key Responsibilities

  • Work within company policies, procedures, and Integrated Management Systems.
  • Oversee the onboarding and pre-qualification of new subcontractors.
  • Maintain and update the supply chain database regularly.
  • Prepare and issue tender enquiry documents for estimating and commercial teams.
  • Manage tender queries and clarifications throughout the tender period.
  • Review tender returns, carrying out commercial and technical evaluations.
  • Build and maintain strong relationships with key subcontractors.
  • Conduct audits to ensure subcontractor compliance with HSEQ and insurance standards.
  • Liaise with project teams to monitor subcontract performance throughout project lifecycles.
  • Manage labour-only suppliers and ensure compliance with off-payroll working rules.
  • Assist in reviewing and updating procurement procedures and subcontract terms.
  • Maintain accurate procurement records and ensure accessibility for relevant staff.
  • Provide senior management with insights on performance and financial risk.
  • Support and mentor team members, promoting professional development.
  • Lead by example and contribute positively to departmental performance.
  • Monitor performance standards and manage expectations within the procurement team.

Skills and Experience Required

  • Strong negotiation and supplier management skills.
  • Knowledge of QHSE legislation and ISO management systems (9001, 14001, 45001).
  • Understanding of standard forms of construction contracts.
  • Experience in tendering and procurement processes.
  • Proficient in Microsoft Office (Excel, Word, Outlook, PowerPoint).
  • Experience using cost or procurement management software.
  • Excellent communication, organisation, and leadership skills.
  • HNC, Degree or MCIPS qualification desirable.
