Purpose of the Role
We're looking for an experienced and customer-focused Community Housing Officer to join a dedicated team at a leading social housing provider in Devon. In this frontline role, you'll be responsible for delivering a high-quality, accessible housing management service across a designated patch of homes.
You'll ensure tenancy conditions are maintained, provide support through timely referrals, and drive compliance with safety standards. This is a varied role where no two days are the same, from addressing anti-social behaviour to supporting tenants with complex needs, you'll play a vital part in shaping thriving, sustainable communities.
Key Responsibilities
Neighbourhood Management
- Carry out regular estate inspections and walkabouts with residents, colleagues, and partner agencies.
- Identify and resolve environmental and community issues by instructing or liaising with relevant teams or external bodies.
- Promote and deliver initiatives that contribute to cleaner, greener, and safer neighbourhoods.
Tenancy Management
- Enforce tenancy and lease conditions, taking proportionate legal and non-legal actions as needed.
- Respond to breaches, including anti-social behaviour, harassment, and nuisance in line with policy.
- Manage starter tenancies, conducting reviews and taking appropriate action where conditions are not met.
Lettings & Voids
- Work with the Lettings Co-ordinator to achieve re-let targets.
- Conduct pre-tenancy interviews, ensuring all risks and needs are identified.
- Meet prospective tenants for property viewings and ensure properties meet the company's empty homes standards.
- Carry out tenancy sign-ups, explaining rights, responsibilities, policies, and expected standards.
- Conduct settling-in visits within 6 weeks of tenancy start to resolve any issues early.
Tenancy Sustainment & Resident Support
- Identify support needs and make appropriate referrals to internal or external services.
- Provide advice and support during emergency decants, major works, or rehousing.
- Deal with tenancy changes, permissions, and mutual exchanges in line with policy.
- Detect and address tenancy fraud, minimising void loss and misuse of housing stock.
- Offer guidance on aids, adaptations, and housing transfers.
Community Engagement
- Facilitate and attend resident meetings; support engagement with forums and tenant groups.
- Work collaboratively with communities, voluntary groups, and statutory partners.
- Promote access to services and opportunities that improve tenants' quality of life.
- Support delivery of the Community Development Strategy.
Safeguarding & Risk Management
- Recognise and respond to safeguarding concerns including domestic abuse, child protection, and vulnerable adults.
- Attend and contribute to multi-agency meetings and follow through on agreed actions.
- Adhere to lone working procedures and personal safety guidelines.
Health & Safety & Compliance
- Liaise with Templer Homebuild and tenants to ensure access for health and safety compliance checks and repairs.
- Stay up to date with health and safety legislation, ensuring full compliance in all responsibilities.
- Read and follow risk assessments applicable to the role.
Administration & Reporting
- Maintain accurate and timely electronic records in line with data protection requirements.
- Prepare reports and monitoring information as requested.
- Embrace digital tools and demonstrate awareness of social media platforms as part of soft digital engagement.
General Duties
- Maintain up-to-date knowledge of relevant legislation, policy, and best practice.
- Foster strong working relationships with colleagues and external partners.
- Undertake any other duties reasonably required by line management in line with the scope and grading of the post.

- Take personal responsibility for health and safety and not endanger others.
- Comply with all health and safety policies, procedures, and legislative requirements.
- Seek advice from the Health & Safety Team when unsure about procedures or responsibilities.
