We are working with a Gloucestershire County Council on a SEND/Inclusion Programme Lead to drive forward a portfolio of high-impact workstreams aligned with both local priorities and national reform through the Department for Education’s SEND and Alternative Provision Change Programme.

Location: Gloucestershire County Council

Set-up: Hybrid – ideally 2-3 days per week on-site (TBC)

Rate: £525/day via umbrella, inside IR35

Duration: Initial 9-month sign-off, likely extension

Hours: Full-time position

Responsibilities include:

  • Lead the development and implementation of strategic service improvement projects to deliver better outcomes for children, young people, and families across Gloucestershire
  • Provide strong, values-driven leadership across directorates to ensure high performance and effective delivery of SEND and inclusion programmes
  • Champion and manage change initiatives, ensuring innovation and service transformation in line with policy reforms and evolving community needs
  • Build and maintain trusted relationships with stakeholders, including parents, professionals, elected members, and external partners
  • Monitor programme performance, manage resources effectively, and ensure services offer excellent value for money and measurable impact

Requirements:

  • Proven leadership experience in SEND, inclusion, or children’s services with a track record of delivering improved outcomes
  • Demonstrated ability to work across organisational boundaries and influence in complex multi-agency environments
  • Strong programme management skills, including experience in leading large-scale service improvements or policy implementation
  • In-depth understanding of SEND legislation, national education policies, and the needs of children and families
  • Skilled in strategic thinking, decision-making, and navigating political environments with confidence and sensitivity
