Quantity Surveyor
The company is part of a leading UK provider of design and build services to clients in the rail and transportation sector.
The company is a principal contractor for mainline and metro railways across a number of disciplines, which include signalling, mechanical, electrical and power (MEP), telecoms, civil and structural engineering, maintenance, renewal, providing a fully tested and commissioned service, on both Network Rail and Transport for London controlled infrastructure.
MAIN OBJECTIVES
Working within the Commercial and Contract Management Team, the role is primarily focussed on supporting Commercial Manager / Senior Surveyor in the delivery of services. Working alongside the Site Services and Project Teams, you will be an integral part of the successful management of contracts that support the delivery of a range of services and projects across Global Rail Construction’s business.
The position will be responsible for the surveying function including the management of sub-contractors, client meetings, supplier meetings, quantity surveying function, pricing of variations, preparation and submission of Applications for Payment, provision of monthly cost value reconciliations reports, quarterly ‘End of Life’ forecast reports, preparation of commercial information for monthly reviews for all allocated projects. In addition, you may be required to prepare estimates in accordance with agreed formats and timescales and prepare and submit tendering reports at agreed intervals.
When undertaking the Quantity Surveyor role, you would be responsible for supporting the Commercial Manager / Senior Quantity Surveyor in delivering the Contract Management Plan and maintaining the relationship with the Supplier(s) for the relevant contract. This would include administration of the contract Risk Register, attending Risk Reduction Meetings, managing Early Warning Notice and Compensation Event processes.
All contracts will be managed in accordance with the company’s Management System and procedures for contract management.
KEY ACCOUNTABILITES

• To liaise closely with the Commercial Manager / Senior Quantity Surveyor.
• To comply with all safety requirements.
• Responsible for the management of costs and value on allocated projects. Utilising experience to assist the project delivery team in reducing costs and maximising value whilst the project achieves the required standards in safety, quality and specification.
• Ensuring that the client relationship is maintained throughout the life of the Project.
• Activities will include, reviewing tender allowances and contract documents, undertaking cost analysis, assist in identifying with the Project team the most efficient means of delivery of scope, performing risk and value management, implementation of procurement strategy, preparation of sub-contract documentation, commercial correspondence to clients, preparation of client/internal progress reports, valuing completed works and variations.
Assisting in the development of programmes and Cashflows for the delivery of our services.
Preparation in conjunction with the Project Delivery Team of a Project ‘End of Life’ Forecast in terms of value and costs incorporating all aspects of the planned delivery methodology and detailing of all costs to be incurred. with quarterly reviews and monitor actual against projected on a monthly basis as required and report through the CVR process any deviations to the projections.
Review sales/cost reports on a monthly basis to confirm project performance for the contracts with which you have responsibility.
Ensure that our Accounts department are regularly advised with regards to payment milestones/schedules and that the necessary controls are in place to support/enhance the commercial controls, in particular client payment intervals.
To assist the Delivery Team with resolution of any additional items or problems on site that may delay the project being completed.
To monitor allocated projects on a monthly basis and prepare Cost Value Reconciliation Reports. In conjunction with Project Manager prepare and present monthly Project Period Reviews to the Senior Management Team advising on performance as compared to the forecast. Identify any commercial risks/opportunities for the project.
Provide documented reports at regular intervals confirming client / sub-contractor payments to date, giving specific detail with regards to missed or late payments.
Provide all necessary support/advice to Accounts department to enable effective recovery of all outstanding monies.
To monitor projects on regular intervals and provide accurate cost against sales information. To revise forecasts on a quarterly based on actual performance to date and resubmit to Commercial Manager for incorporation into the Companies Forecasts.
To support tender enquiries and progress/commercial meetings as required.
Measurement of works in accordance with the various standard methods of measurement.
Responsible for ensuring accurate applications for payment/invoices are generated within agreed timescales (weekly/monthly) and that accounts team are advised regarding payment schedules and milestones
Measurement of Contractor’s performance against Key Performance Indicators (KPI’s) and Incentivisation arrangements.
Maintaining contract records and correspondence.
Managing Contractor / Subcontractor relationships as required to deliver the contract requirements.
Assisting in the settlement of construction disputes and preparing and agreeing final accounts.
Attending design team and progress meetings, as necessary.
• Assisting in production of lessons learnt report for post contract review.
• Contract Administration including management of the Early Warning and Compensation Events processes.
• To liaise closely with the Delivery team to ensure the project is completed within the financial and time constraints allowed for in the tender.
• To liaise with the estimating department to advise on the feasibility of the projects before aiding with labour, plant and materials, as well as time requirements for the projects.
• Attend pre-contract meetings and site visits with clients to determine the scope of works.
• Liaise with the Delivery Team and procurement department to ensure the project will be supplied with materials and plant ensuring this will be delivered on time
• Upon completion of the projects attend any close out meetings, if necessary, to see if the client is satisfied with the work undertaken and to take on board any comments or lessons learned for future projects.
• Interrogation and evaluation of all staff and labour costs.
• Attend regular project/client meetings to ensuring that we not only provide the required service level but to maximise further business opportunities as presented. Provision of all supporting documentation to back up periodic applications as required.
• Review site communications on a regular basis to ensure compliance with project requirements. Brief Site Supervisors and relevant staff as required to ensure documentation completed to the necessary standards/requirements.
• Procurement of Sub-Contractor packages and compiling of Sub-Contractor Contracts.
• Attend regular divisional /team meetings in Hatfield/Site
• Any Ad-Hoc duties as required.
