Working on behalf of a Local Authority, Aatom Recruitment has a new opportunity for a Head of Income Collection on a 6 months contract initially with a possibility of further extension.

Role:

An opportunity has arisen for an interim Head of Income Collection with responsibilities for Sundry Debt, and Adult Social Care billing, collection and recovery.

? Debt Collection Manger? Adult Social Care Collection Manager? Scanning Team Leader

Overall Role Purpose:

The post-holder is responsible for the overall leadership, management, and continuous improvement of the Revenues & Benefits Scanning Team, responsible for scanning/indexing all paper documents for Revenues & Benefits teams and Parking Team plus processing/remote banking of all cheques received;Income (Accounts Receivable) Team collecting 70m of sundry debts, fees and charges per annum; andAdult Social Care Collection collecting 57.6m of social care contributions

Responsible for managing people, budgets, systems and collaborating with other Heads of Service to ensure the effective operation of Council policies and the efficient collection of Council income from all fees and charges. To deliver a cohesive collection service ensuring all customers (internal & external) receive consistent messages and service delivery. Champion the culture of change and service transformation and provide strategic support to all stakeholders. Demonstrate best practice and sound financial governance to deliver value for money.Ensure key aspects of the services are measured and monitored to create a culture of informed decision making to continually develop and improve. Advise the Council as required at a strategic cross service basis on any matter relating to income collection, operation and best practice. Contribute to the strategic planning and the overall management of the Income Collection Service in accordance with Council policies and objectives and within available resources, e.g. service/resource plans.The post holder is a key member of the Revenues, Benefits and Transactional Centre Department Senior Management Team and is required to contribute to the aims and objectives of the Department, developing and implementing service-wide policies and strategies aimed at creating a customer focused culture committed to continuous improvement and high quality, timely outputs. The post holder may be regularly required to represent the service at out of hours meetings such as Cabinet, Scrutiny and Area Committees.

Role Context:

Income Collection requires a dynamic operational culture and resource application. We have a number of challenges to cope with such as budget and financial pressures, transformation programmes taking advantage of digital opportunities and other services delivery evolution some with new and potentially improved offerings.

The role will include strategic input and tactical responsibility for delivering challenging cashflow and bad debt provision reduction targets in a constantly changing environment. A great deal of day-to-day challenge is therefore to assimilate, evaluate and implement at a strategic level.
