Estates and HSQE ManagerCertain Advantage is hiring for an Estates and HSQE Manager to join a key public sector body supporting community safety and modern workplace transformation.

The RoleThis is an exciting opportunity for an experienced estates and health & safety professional to lead the strategic implementation and management of the organisation's Estates, Health & Safety, Quality, Environmental, and Security (HSQE) strategies. You'll ensure a diverse estate-across both freehold and leasehold properties-is fit for the future, compliant, sustainable, and aligned with modern working practices.

Key responsibilities include:* Leading the delivery of strategic estate and HSQE plans, using data-driven insights and risk-based stock condition triage to inform capital spending.* Providing regular updates on project life cycles, budget usage, and estate performance metrics.* Ensuring long-term financial planning delivers value for money, while identifying future savings and optimising capital/revenue expenditure.* Overseeing large-scale construction, refurbishment, and planning projects, including design, surveying, contracts, permissions, and stakeholder coordination.* Working with Procurement to develop scopes of work, manage supplier relationships, and deliver cost-effective, compliant contracts.

The IndividualWe're looking for candidates who can demonstrate:* Experience delivering estates and HSQE strategies, ideally within the public or blue light sector.* Knowledge of health & safety legislation, public sector procurement, and compliance frameworks.* Project management skills (formal qualifications such as NEBOSH or Prince2/PMQ desirable).* The ability to lead teams, manage resources, and influence stakeholders across multiple functions and environments.* Strong communication and documentation skills with a detail-oriented approach.
