The role:

This role supports the delivery of major infrastructure projects in the hydrogen and carbon capture space by leading procurement activities during the early FEED (Front-End Engineering Design) phase. The successful candidate will help establish procurement frameworks, engage with the market, and manage strategic sourcing to enable project readiness. Working within a regulated utility environment, the role is critical to building internal capability and ensuring compliant, efficient procurement aligned with new legislation and complex project demands.

Responsibilities:

  • Lead procurement activities for early-stage FEED (Front-End Engineering Design) phases of major infrastructure projects, including carbon capture and hydrogen transmission.
  • Develop and execute procurement strategies aligned with public sector and regulated utility requirements, including compliance with PA 23 legislation.
  • Support the setup of engineering and construction frameworks to enable efficient call-offs across multiple projects.
  • Engage with Tier 1 engineering firms and specialist service providers (legal, communications, technical) to source and negotiate contracts.
  • Collaborate with internal stakeholders to define scope, structure packages, and prepare tender documentation.
  • Manage end-to-end procurement processes including market engagement, issuing notices, evaluation criteria development, and bid assessment.
  • Contribute to the development of contract management models, commercial frameworks, and project delivery structures.
  • Ensure procurement activities align with project timelines, budget constraints, and regulatory requirements.
  • Take ownership of assigned procurement packages and deliver outcomes with minimal supervision.
  • Provide strategic input into the development consent order process by supporting environmental and land survey procurement.

Requirements:

  • Extensive experience in procurement within public sector or regulated utility
  • Major infrastructure or construction projects.
  • Good understanding of procurement frameworks and call-off mechanisms
  • Regulated utility / PA 2023 procurement experience
