Job Purpose

To provide an expert consents service to the business and in particular Project Union to ensure that

project consents are delivered economically in accordance with current legislation, regulations, guidance

and internal best practice, process and guidance, to specification, programme and cost and that our

reputation continues to be enhanced.



Key Accountabilities

Gain consent for construction projects by managing the delivery of project consents- related

activities through the consistent implementation of best practice, process and guidance, effective

engagement with all relevant external stakeholders and local communities.

Responsible for challenging, advising and guiding project teams in relation to the design and

development of projects, ensuring the implementation of effective project consents strategies,

specifically the programme, cost and reputational impacts of making changes to the

aforementioned.

Responsible for ensuring that project resource requirements are identified, procured and

sufficiently embedded within the project team ahead of need, and that these resources are

coached and mentored to perform effectively in relation to the delivery of consents related

activities

Proactively manage the project consents resource and provide current financial information to

the Project Manager, ensuring timely reporting of agreed business metrics, ensuring value for

money and appropriate challenge into the project teams to deliver this

Give evidence as an Expert Witness at DCO Hearings, Public Inquiries etc.

Ensure that all Consents, EIA and Consultation reports and documents required in support of

DCO and planning applications are prepared to an appropriate standard within required

project timescales.

Handle routine issues and cases whilst escalating complex ones, and obtaining support from

senior colleagues

Proactively develop relevant skills and build capacity in the consenting and environmental assessment and stakeholder management disciplines to lead the above accountabilities



Technical / Specialist Skills and Experience

Experience in the delivery of project consents and EIA related activities to programme, cost and

specification

Knowledge of different planning regimes including the Town & Country Planning Act and the

Planning Act 2008

Experience in effectively leading and managing external resources, including specialists,

to deliver consents and EIA related activities

Excellent understanding of the consents, stakeholder management, lands and EIA disciplines,

and the relationships between them

Strong Project Management skills, specifically in relation to time, cost (forecast and actuals),

scope, procurement and managing Consents and EIA resources

Excellent communication and presentational skills with experience in presenting information to

diverse audiences

Ability to work collaboratively across the Project Team and wider business to support and

achieve project delivery

Ability to engage effectively and productively with stakeholders, internally and externally, to the

appropriate level



Qualifications

Essential (at appointment): Relevant degree (Town and Country Planning; Environmental Impact Assessment; Environmental Sciences; Landscape Architecture, or equivalent) * MRTPI, MILA, MIEMA

Desirable: MRTPI, MILA, MIEMA or equivalent preferred
