Service Care Solutions are working alongside a Local Authority in Leicestershire for a Finance Team Manager to join their team on a temporary contract.   • MUST have Local Authority experience.
  • MUST be fully qualified accountant (CCAB or equivalent).
  • Financial Leadership: Oversee the preparation and management of the annual budget, council tax setting, and the Statement of Accounts. Ensure compliance with statutory reporting requirements and national legislation. Manage treasury functions, insurance, and capital accounting in line with council policies and timetables.
  • Strategic Advice: Provide high-quality strategic advice on financial strategies, policies, and practices to both officers and members. Enable informed decision-making by assessing the financial implications of various options.
  • Business Modelling & Risk Management: Lead on financial input for business cases, asset management decisions, and project life cycles. Conduct risk assessments and financial appraisals for initiatives like prudential borrowing and funding bids.
  • Financial Reporting & Audit: Ensure timely production of the annual financial report with an unqualified audit opinion. Act as the primary contact for the council during the audit process.
  • System Controls & Exchequer Services: Lead financial and system controls to provide an efficient financial management system. Maintain strong internal financial controls to safeguard public funds.
  • Financial Culture & Value for Money: Develop a financial management culture that emphasizes collective responsibility and value for money. Report on benchmark information and key cost drivers to support service delivery.
  • Medium-Term Financial Planning: Contribute to the development of the annual and medium-term financial plans, including the 30-year Housing Revenue Account (HRA) Business Plan. Ensure these plans reflect the council's priorities and financial sustainability.
