We are seeking a SEN Payments Finance Manager to lead and effectively manage the SEN Payments Finance function. This role is crucial in promoting, delivering, and developing finance best practices and customer-focused services through strong and effective management of resources, performance standards, and targets.

Day-to-day of the role:
  1. Develop and Manage SEN Payments Finance Function:

    • Maintain and apply a comprehensive knowledge of relevant legislation and regulations impacting financial support services.
    • Develop strong partnerships with service areas, care pathways, agencies, and other council departments to enhance service delivery.
    • Lead and participate in projects, ensuring new developments are integrated into policies and operational procedures.
    • Represent the service in various meetings across multiple sectors.
  2. Resource and Performance Management:

    • Integrate resources (people, contracts, technology) with performance management processes to deliver cost-effective services.
    • Set and monitor performance targets, ensuring they align with departmental priorities.
    • Manage recruitment, staff development, and disciplinary procedures to support effective service delivery.
    • Maintain strict control over budgets and staffing, ensuring alignment with council policies.
  3. Leadership and Oversight:

    • Provide leadership to ensure the finance function is safe, efficient, and customer-focused.
    • Use a range of data to monitor service and contract performance, providing insights for decision-making.
    • Ensure financial integrity through regular reconciliations and robust internal controls.
    • Handle complex concerns, FOIs, and data breaches effectively, making necessary adjustments to practices.
  4. Strategic Collaboration and Improvement:

    • Collaborate with colleagues across various departments to review and improve service processes and technology.
    • Identify and implement opportunities to enhance the SEN finance function to meet statutory and customer needs.
  5. Additional Responsibilities:

    • Undertake other duties as necessary, appropriate to the post grading.
Required Skills & Qualifications:
  • Proven experience in managing finance functions, preferably in a public sector or educational environment.
  • Strong knowledge of legislation and regulations relevant to SEN finance.
  • Excellent leadership and team management skills.
  • Ability to develop and maintain effective working relationships with a variety of stakeholders.
  • Proficient in financial management software and systems (e.g., Oracle, Synergy, Mosaic).
  • Strong analytical and problem-solving skills.
