Following on from the success of Hinkley Point C (HPC), the SZC Project is a nuclear new build project in Suffolk, which has obtained planning approval and Government financing support. The project has started construction and is now seeking private investment. When completed, it will provide dependable electricity to 6 million homes for 60 years, which along with renewables, will support Britain to achieve Net Zero by 2050.
Job Purpose / Overview
SZC is designing and intends to construct, commission, operate and decommission two UK EPR reactors on the SZC Site, located at Sizewell, on the east coast of the County of Suffolk. It will be within the civil parish of Leiston, Sizewell.
The SZC Project will be the most advanced nuclear generation asset in development in the UK with 3.2 GW of power capacity, providing 60 years of electricity generation and 7% of the UK's current electricity demand, and directly supporting up to 70,000 jobs. SZC will be delivered as a regulated utility, with a robust RAB model and a comprehensive Government Support Package to provide protection against low-probability high impact risks. The project will be based on the HPC nuclear power station, replicating the UK EPR design that is being built at HPC, and will use the majority of the same supply chain resulting in a significant reduction in construction risk.
Principal Accountabilities
Implement the Civils Works PMO
• Implement the PMO vision, mission and operating model, with clarity on work scope to be delivered within the programme of work and the interfaces to the other programmes. Drive delivery of this scope to a high standard (safely, quality, time and cost) within the overall Sizewell PMO framework.
• Lead a team, capable of delivering the work scope, with clear roles and responsibilities and delivery accountabilities.
• Build and manage constructive relationships with the CWA (in particular with the Project Controls team), working collaboratively on a ‘best for Sizewell C' basis.
Leadership and Culture
• This role, working in a matrix structure, reports into the Head of Programme Controls and at a programme level, the Civils Works Programme Director, forming part of their Leadership cabinet.
• Translate high-level SZC project and CWP strategic initiatives into detailed, robust action plans with clear timelines and deliverables.
• This role will be leading on the implementation of the above procedures, initiatives and plans within the supply-chain.
• Provide leadership to the team so they are fully aware of their objectives and goals to deliver the action plans.
• Ensure that the “visions, values and ambitions” of the business are communicated and lived.
• Role model and promote the project values. Develop a cost-conscious culture within the project and foster a culture of continuous improvement and organisational learning.
Day to day management of the Functional Leads of Schedule, Risk, Cost, Change, Reporting & Insights and Data & IM within the Civils Works PMO.
• Anticipate, manage and resolve issues within the programme. Identify risks and facilitate the resolution of all issues raised, with escalation as required.
• Assist in leading, coaching and supporting PMO resources across Sizewelll C.
Stakeholder engagement & Key Decisions
• Establish and maintain effective working relationships with all project team members across Central PMO, CWP and CWA.
• This role holder will be responsible for influencing the decisions taken by CWP Project Director and Head of Programme Controls.
• Assis the CWP Project Director and Head of Programme Controls in build and maintaining key stakeholder relationships, including government bodies, shareholders, regulators and suppliers to provide assurance and build confidence.
• Collaborative working with other Heads of PMO and Programme Controls Managers.
• Represent the project externally as appropriate, showcasing the progress and achievements of the project.
• Key accountability for Cost, Risk, Schedule, Reporting & Change within the CWP.
Programme Management
Establishment of consistent best practice with regards to project management, including interface and requirements management.
Digital Data and Information Management
Establishment of consistent best practice with regards to Digital and data strategy, acting as custodians of data quality, with functional alignment to the Sizewell C Head of Data + IM and overall project framework.
Development of clear Civils Programme business requirements to support implementation of required systems and tools for efficient delivery of the Programme, in strong collaboration with the Sizewell C digital directorate.
Programme Controls
• Support the Head of Programme Controls in delivering exemplar Project Controls that is referenced by industry bodies and other major programmes as world class.
• Implement best practice principles to provide integrated project controls, including Schedule Management, Cost Management, Risk Management, Baseline and Change Management and Reporting & Insights.
• Support the Civils Works Project Controls leads in the development, implementation, and maintenance of Integrated Project Controls processes.
Support the Civils Works Project Controls Leads with progress reporting including schedule updates, forecast to complete, variance identification and opportunities for improvement.
Responsible for liaising with the supply chain and the assurance of their Project Controls information.
Accountable for the on-time production and quality of functional month end Performance Reports.
Accountable for the implementation of an effective lines of defence assurance process for the Project Controls functions.
Help ensure SZC is viewed by the Construction Industry as an exemplar in Project Controls through knowledge sharing, networking and delivering presentations to the sector.
Knowledge, Skills, Qualifications, Experience
Essential
All items detailed above in the Job Purpose and accountabilities section.
Degree or equivalent qualification in business analysis, accounting, finance, construction, engineering or project management, or related technical field.
A track record of working as a Project Controls Director on large and complex infrastructure projects.
• Experience of working within multiple Project Controls Functions of: cost control, estimating, scheduling, change management and risk management.
• Detailed understanding of earned value analysis.
Experience of successfully managing a team in a matrix structure on a project.
Experience with increasing responsibility showing an ability to manage senior stakeholders.
Deliverables focused and an accomplished problem solver, rising to meet any challenge.
• Excellent presentation, influencing and facilitation skills.
Exceptional interpersonal and communication skills.
Desirable
Active membership of AACE, PMI, APM or similar association with association certifications.
User of a range of reporting and analytics software and project controls systems particularly Power BI.
• Understanding of various contract types, in particular the NEC suite and FIDIC.
• Experience in the Nuclear sector.
