About the Role

Liverpool City Council is seeking a highly capable and motivated Finance Manager (Capital) to join its Finance & Resources team on an interim basis. This is a critical role supporting statutory requirements and service reviews within the Council's capital finance function.

As Finance Manager (Capital), you will lead the capital finance function, oversee key financial processes, and provide expert advice and support to service departments on capital projects and strategic planning.

Key Responsibilities
  • Lead and manage the Council's capital finance processes and reporting.

  • Provide robust financial advice and business partnering to service areas.

  • Support strategic decision-making and effective financial planning for capital projects.

  • Manage and develop a small finance team to ensure high-quality outputs.

  • Drive improvements and efficiencies through change management initiatives.

  • Ensure compliance with relevant legislation, standards, and Council policies.

Preferred Skills and Experience

While not essential, the following experience and qualifications are desirable:

  • Previous capital finance experience within a local authority.

  • Strong team leadership and stakeholder engagement capabilities.

  • Change management experience within a financial context.

  • Intermediate to advanced MS Excel proficiency.

  • Fully qualified accountant (e.g., ACA, ACCA, CIPFA or equivalent).
