Job Title: Commercial Manager
Location: Hybrid/London  (3 days/week onsite)
Contract Duration: 12 Months

Role Purpose:

Provide post-contract commercial management of medium-value, medium-risk activities and support pre-contract activities within the project delivery team’s scope of work. Deliver specialist commercial advice, guidance, and recommendations to mitigate commercial risks.

Key Accountabilities

  • Support programme and project teams in monitoring compliance with corporate governance and rules in a timely manner.
  • Manage cost reporting of all allocated projects within the established reporting framework, including cost forecasting, anticipated final cost, cost of work done, gross billing, and current contract value.
  • Monitor, manage, and report on all commercial aspects of allocated projects, highlighting issues and proposing mitigation actions at the earliest opportunity to the Project Manager, Programme Manager, and/or Senior Commercial Manager.
  • Maintain awareness of all activities on allocated projects to influence decision-making from a commercial perspective. Review contractor delivery, lead valuations of medium-value/medium-risk contracts, and attend progress meetings to actively influence contractors’ commercial behaviours and performance.
  • Manage assessment and valuation of contractor applications and process payment certifications in line with company processes, contractual terms, and conditions. Challenge cost elements, audit where appropriate, and ensure valuations are consistent with agreed site progress.
  • Provide proactive advice and guidance to Project Managers on all change, including proposed scope changes, recommending appropriate actions in accordance with change control systems. Produce all required documentation for approval in line with delegated authority, including comparative estimates where required.
  • Prepare applications for payment/invoices to external clients in accordance with funding agreements, including all necessary supporting documentation.
  • Identify and advise on all commercial risk and claim events.
  • Provide ad-hoc management information and analysis to support informed decision-making.
  • Produce appropriate commercial correspondence and contractual notices in accordance with contractual conditions. Ensure commercial records are properly retained and archived upon project closeout.
  • Undertake final account settlements and internal reconciliations to project close-out as per project authority, project plans, and agreed timescales.
  • Support continuous improvement and efficiency initiatives by conducting cost analyses of completed projects and providing feedback through established cost allocation processes.
  • Support pre- and post-contract procurement activities as required.
  • Provide support to estimating teams, offering guidance and advice on project scale and scope where necessary.
  • Assist in negotiating prices under existing contracts and framework agreements (including target cost negotiations) and participate fully in quantitative risk assessments and value management workshops as required.

Skills & Experience Required

  • Experienced Commercial Manager capable of starting promptly.
  • Ability to manage a steady flow of short-notice requests and oversee a high number of professional service and consultancy contracts.
  • Knowledge of PA2023 and Cabinet Office spend controls is essential.
  • Familiarity with corporate commercial and procurement policy is preferred.
