- Managing the full lifecycle of major construction and refurbishment projects
- Leading project teams and consultants to deliver high-quality, value-for-money results
- Overseeing procurement, contract management and performance monitoring
- Ensuring compliance with statutory and council requirements
- Reporting to senior stakeholders and deputising for the Programme Director when needed
- Managing risks, budgets, and stakeholder relationships effectively
- Ensuring appropriate community engagement and consultation throughout
- Leading delivery of key contracts from early design through to handover
- Supporting wider capital delivery programmes as required
- A relevant degree (e.g. construction, engineering, or project management) or equivalent experience
- Professional accreditation such as PRINCE2, APM or CIOB (Practitioner level preferred)
- Experience delivering major capital projects through all RIBA stages
- Strong knowledge of construction contracts (e.g. JCT, NEC) and procurement routes
- The ability to manage budgets, track progress and mitigate project risks
- Excellent communication skills and the ability to work across departments, elected members and communities
- Experience working in politically sensitive or high-profile environments
- Strong leadership skills and the ability to manage both people and consultants effectively
- A collaborative approach with a focus on delivering outcomes that reflect local needs
