Head of Finance – Homes & Communities

A senior finance leader is required to oversee the Homes & Communities finance function, offering strategic insight, robust financial planning, and business partnering support across transformation programmes and demand-led services.
Key Responsibilities:
- Lead and manage a finance team providing strategic financial support across Homes & Communities.
- Deliver high-quality financial advice, modelling, and analysis to support service delivery, transformation, and decision-making.
- Partner with senior stakeholders to shape financial strategy, drive cost-efficiency, and realign budgets to meet savings targets.
- Oversee MTFF planning, statutory accounting processes, and external audit requirements.
- Provide clear, strategic financial direction on high-value, complex service areas, including forecasting for demand-led budgets.
- Support continuous improvement, training and development across finance and non-finance teams.
Key Requirements:
- Fully qualified accountant (CIPFA, ACCA, CIMA or equivalent).
- Senior leadership experience within finance, including managing professional teams.
- Strong track record in business partnering, strategic budget management, and financial transformation.
- Confident working in complex, multi-stakeholder environments with excellent communication and influencing skills.
- Previous experience working in a similar role within local government
Desirable Experience:
- Preparing annual budgets and final accounts in a local authority or comparable public sector setting.
- Leading professional and managerial teams within large, multi-disciplinary organisations.
- Shaping and delivering cross-cutting strategies, policies, and transformation initiatives.
- Driving financial and operational change across services and aligning to statutory frameworks.
- Managing complex staff structures and embedding performance and development cultures.
- Working effectively in political environments and advising on governance, risk, and compliance.
