Key Responsibilities

Reporting to the Head of Traffic & Lighting, you will lead the Street Lighting Team in delivering a high-quality public lighting service across the London Borough. This includes managing a lighting stock of approximately 16,000 assets, overseeing lighting design for borough-wide schemes, and coordinating third-party use of lighting infrastructure.



Operational & Contract Management

  • Manage the day-to-day operations of the Street Lighting PFI contract, including routine and non-routine maintenance.
  • Lead the development, review, and procurement of contracts and technical specifications, from feasibility through to post-implementation.
  • Oversee the delivery of energy efficiency projects, including borough-wide LED upgrades and smart lighting initiatives.
  • Ensure lighting levels across the borough meet required standards through regular assessments and responsive adjustments.


Design & Delivery

  • Lead the design and implementation of lighting schemes for traffic, parking, and public realm projects, ensuring compliance with relevant standards and best practices.
  • Manage lighting requirements for pedestrian crossings, new developments, and regeneration schemes.
  • Oversee the festive lighting programme, from design to installation and removal.


Third-Party Infrastructure Management

  • Coordinate and manage the use of lighting columns and infrastructure for:
    • Electric vehicle charging points
    • CCTV and telecoms equipment
    • Advertising banners and air quality monitors
  • Prepare and negotiate contractual agreements for third-party attachments.


Technical & Project Management

  • Use AutoCAD, specialist lighting design software (e.g., Lighting Reality), and Microsoft Office tools to support design and reporting.
  • Act as Project Manager for lighting schemes, overseeing design, delivery, and financial performance.
  • Ensure compliance with Construction (Design and Management) Regulations (CDM) and maintain robust monitoring systems.


Financial & Performance Management

  • Prepare and manage capital and revenue budgets, ensuring value for money and effective financial control.
  • Monitor and report on project expenditure, savings, and performance metrics.
  • Analyse management information and recommend actions to improve service delivery.


Leadership & Staff Management

  • Lead, mentor, and develop the Street Lighting Team, including recruitment, training, performance management, and appraisals.
  • Set work programmes, establish performance targets, and ensure high standards of service delivery.
  • Manage consultants and contractors, including the preparation of briefs, tender evaluations, and performance reviews.


Stakeholder Engagement

  • Lead on consultation and engagement with residents, councillors, and other stakeholders regarding lighting schemes and changes.
  • Represent the service at internal and external meetings, ensuring collaborative working across departments and with external partners.
