  • Location: Perceval House, Ealing (Hybrid - 2 days per week from home)
  • Hours: Full time, 35 hours per week (Monday to Friday)

Purpose of the Role

  • Provide a competent, pragmatic, and professional health and safety advisory and support service to Council services, monitoring compliance through audits and inspections.
  • Lead the development, implementation, promotion, review, and monitoring of the Council's Health and Safety Management System, associated policies, and procedures.
  • Evaluate and update the safety management system to meet organisational needs and changing regulations.
  • Drive a positive health, safety, and wellbeing culture across the organisation through innovative initiatives and timely engagement with business managers.
  • Advise and guide managers across all council operations, including rapid learning in unfamiliar areas as required.

Key Responsibilities

  • Develop and implement a comprehensive audit and inspection plan, working with management and staff to review documentation, make recommendations, and support implementation.
  • Assist directors and Heads of Service in developing and monitoring health and safety plans for their service areas, providing guidance and mentoring as needed.
  • Mentor, supervise, and support the performance and development of the Corporate Health and Safety Coordinator and any trainees.
  • Develop, review, and manage KPIs related to key areas (commercial and residential).
  • Act as the point of contact for Procurement, advising on health and safety requirements and contract documentation.
  • Evaluate and update safety management systems and policies to ensure they are practical, pragmatic, and implemented effectively.
  • Raise health and safety performance by driving continuous improvement and efficiency.
  • Collaborate with the Organisational and Development Team to develop training plans, ensuring managers and employees have the necessary knowledge and skills.
  • Lead and promote a positive health, safety, and wellbeing culture through varied and innovative initiatives.
  • Deputise for the Head of Service as required, including attending meetings, report writing, and providing advice.
  • Interpret large volumes of technical and legal information, summarising it concisely for managers.
  • Produce concise, persuasive, and timely reports and updates for various audiences.
  • Undertake complex accident, incident, and near-miss investigations, identifying causes, lessons learned, and implementing improvement plans.
  • Lead on the development and delivery of health and wellbeing plans and initiatives.

Experience & Knowledge

  • Extensive and current experience providing a competent health and safety advisory service, with expert knowledge of current legislation in a large or multidisciplinary organisation.
  • Strong influencing and negotiation skills, with the ability to present cases for change and secure business buy-in.
  • Proven experience overcoming reluctance to engage with safety advice and interpreting legal requirements pragmatically.
  • Senior/leadership stakeholder relationship management experience.
  • Experience developing and delivering engaging health and safety training programmes, tools, and resources.
  • Flexible, proactive, enthusiastic, and quick to adapt to new initiatives.
  • Demonstrable planning and monitoring skills for effective project development and implementation.
  • Problem-solving attitude and experience influencing culture change at senior levels.
  • Strong written and verbal communication skills, tailored to the audience.
  • Experience managing a complex workload, including reactive and programmed work.
  • Up-to-date knowledge of construction and building safety standards.
  • Ability to organise a health and safety response to emergencies or incidents.

Qualifications

  • Essential: Degree level / NVQ Level 6 diploma in health and safety or similar; IOSH membership (Cert IOSH or above) with evidence of continuous professional development; NEBOSH Construction Certificate or demonstrable CDM knowledge/experience; qualification or demonstrable competency in health and wellbeing (including stress, health initiatives, partnership working).
  • Desirable: NEBOSH Fire Safety Certificate or equivalent; auditing qualification; IT qualification or demonstrable competency in data management and analysis (e.g., Power BI, Macros, compliance databases).
