Southwark Council is looking to appoint an experienced Programme Manager to lead the delivery of the council's ambitious Streets for People programme. This role sits within the Environment, Sustainability and Leisure division's Programme Management Office.

The Streets for People strategy outlines a bold commitment to improving quality of life and taking action on climate change by reimagining how people travel and use public spaces. A key part of this plan includes delivering nine new Streetspace schemes designed to reduce traffic through residential areas, enhance accessibility, and increase green space for local communities.

Key Responsibilities

  • Lead the delivery of the Streets for People programme from planning to implementation

  • Manage complex projects and workstreams aligned to council objectives

  • Produce and maintain programme documentation including PIDs, business cases, risk logs and delivery plans

  • Develop and implement Target Operating Models

  • Lead and support multi-disciplinary teams to deliver on programme goals

  • Build and maintain relationships with senior stakeholders and partners

  • Monitor budgets, control programme costs and ensure efficient resource allocation

Required Skills and Experience

  • Educated to degree level or significant experience in programme and change management

  • Qualifications or certification in PRINCE2, MSP, APM or similar project methodologies

  • Proven experience delivering transformation programmes in the public sector

  • Skilled in stakeholder management and team leadership

  • Strong knowledge of programme and project planning, budgeting and risk management

  • Ability to simplify complex information and communicate effectively at all levels

  • Understanding of procurement processes and business case development

Working Pattern

Hybrid working with attendance at the London Bridge office on Mondays and Tuesdays
