Network Coordination Officer
We are currently recruiting for an experienced Network Coordination Officer to join a Council in London to help deliver the authority's statutory duties under the New Roads and Street Works Act 1991 (NRSWA), the Traffic Management Act 2004 (TMA) and the London Permit Scheme (LoPS).
This role offers the opportunity to take a leading position in managing and coordinating all highway activities - ensuring minimal disruption to the road network and maintaining safety and accessibility for all road users.

Key Responsibilities:
路Assess, review, and manage permit applications for road and street works under LoPS, applying conditions and ensuring compliance with relevant legislation.
路Lead the evaluation and coordination of all works on the highway network, including utility works, events, developments, and road closures.
路Carry out on-site inspections, ensuring compliance with the NRSWA, TMA, and Codes of Practice.
路Issue fixed penalty notices, Section 81s, Section 74 overruns, and other enforcement actions as required.
路Monitor and analyse major projects and permit activity to identify potential conflicts and opportunities for collaboration.
路Provide technical advice on traffic management and safety requirements in line with Chapter 8 and the Safety at Street Works and Road Works Code of Practice.
路Coordinate emergency response activities in liaison with Police, Fire, TfL, and other stakeholders, ensuring the safety and accessibility of the borough's network.
路Represent the Council at meetings with utility companies, developers, and partner agencies to ensure effective coordination and compliance.
路Prepare detailed records, reports, and evidence for inspections, enforcement, and performance monitoring.
路Deputise for the Principal Network Coordination Officer when required and support the supervision or training of agency staff.

Requirements:
路Extensive experience in street works coordination, highways network management, or a similar role.
路Strong understanding of the NRSWA, TMA, and London Permit Scheme.
路Proven ability to interpret and apply legislation, Codes of Practice, and permit scheme requirements.
路Experience in on-site inspections, enforcement, and liaison with utility companies and contractors.
路Excellent organisational, communication, and negotiation skills.
路Confident in managing competing priorities and making decisions under pressure.
路Competence in using relevant street works systems (e.g. Symology, Confirm, or similar).
路Full UK driving licence and access to a vehicle for site visits.
