Job Title: Policy and Training Officer
Location: Local authority based in Ealing
Hourly rate: 26.88 PAYE/ 35.86 Umbrella
Contract Length: 3-month contract (possibility of extension)
Working Pattern: Part Time, 17 hours a week (Thursday & Fridays)
Working Arrangements: Fully remote with the need to attend the office once a month

Job Purpose:
To support Benefits Subsidy and Policy Manager in developing robust policies and procedures relating to Housing Benefit, Council Tax Support, Discretionary Housing Payments and Local Welfare Assistance. To devise and deliver training packages and briefing sessions to staff in line with changing legislation, policies, and IT systems.
Job Duties:
- Have and maintain a comprehensive knowledge of all Welfare Benefits Regulations including Housing Benefit and local Council Tax Support scheme, Discretionary Housing Payments, Discretionary Council Tax Discount and Local Welfare Assistance schemes.
- Support Benefits Subsidy and Policy Manager and Senior Subsidy and Quality Officer with development of all policies and procedures for the Service in line with changes in benefits legislation and IT systems.
- Create and update training materials, schedule and provide training, briefings and seminars on policy, procedures, and the use of IT systems to Benefits, LWA and Customer Service staff and stakeholders.
- Create and update work procedures and work instructions in accordance with best practice and changes with Benefits legislation.
- Organise and facilitate improvement workshops and meetings as and when required.
- Provide advice and support within the Benefit Service on legislative, procedural and IT matters.
- Identify areas needing policy or procedural decision and refer to Subsidy and Policy Manager.
- Collate statistical information and carry out analysis of the performance of the Service and individuals on regular basis.
- Create questionnaires, surveys, forms and letter templates for use in the Benefits Service.
Person Specification: The ideal candidate must have:
- Housing Benefit Expertise: experience working within a housing benefit environment, and strong analytical and problem-solving skills to interpret complex regulations accurately.
- Policy and Procedure Development: ability to decipher legislation and write clear, compliant procedures aligned with housing benefit regulations and circulars. Excellent written communication and attention to detail.
- Training Delivery: experience delivering engaging training sessions both virtually and face-to-face. With strong presentation, facilitation, and interpersonal skills to adapt to diverse audiences.
