Job Title: Technical Specification Manager
Location: Westminster - Hybrid (Regular Office Attendance Required)
Contract: Interim Assignment City Council is seeking an experienced Technical Specification Manager to lead the redrafting of our specifications, commercial models, and employer’s requirements for a broad range of housing-related Term Partnering Contracts.
These include:
- Repairs
- Voids
- Mechanical and Electrical
- Lifts
- Aids and Adaptations
- Major Works
- Domestic Heating
We’re looking for professionals who can bring relevant technical expertise to support the development of clear, performance-based specifications and contract documentation.
This work is critical to shaping the future of service delivery in Housing Services.
Key Responsibilities:
- Review, update, and redraft specifications and employer requirements for a variety of technical contracts. Translate service and operational needs into robust, performance-driven contract documentation.
- Create clear commercial cost models and schedules of rates aligned to specifications. Ensure accuracy, consistency, and compliance with industry standards, regulations, and legislative requirements.
- Collaborate with internal stakeholders including the programme team and operational contract managers.
- Support procurement processes, including responding to clarifications, evaluating tenders, and embedding new ways of working post-award.
- Provide training and support to staff on new contract terms and documentation.
Key Skills and Experience:
- In-depth experience of developing and managing contracts using TAC-1, FAC-1, JCT, and NEC forms.
- Strong understanding and application of the National Housing Federation Schedule of Rates.
- Proven ability to develop complex technical specifications and commercial documentation.
- High attention to detail with the ability to ensure clarity, accuracy, and consistency across documents.
- Collaborative working style and ability to engage effectively with multiple stakeholders.
- Experience supporting procurement processes and advising on contract implementation.
Desirable Qualifications: Professional membership such as MCIOB, RICS, or equivalent (not essential but beneficial).
