One of my local government clients is seeking an experienced Learning and Development Officer to join the Benefits and Homelessness Prevention Service. This high-performing service supports some of the most complex and high-demand areas within the Council, handling one of the largest Housing Benefit caseloads in London and thousands of homelessness approaches each year.
The Role
You will design, develop, and deliver high-quality training for staff across Benefits, Housing Needs, Customer Services, and Revenues. Training programmes will span systems, legislation, policy, processes, and interpersonal skills.
A key requirement is demonstrable experience in successfully designing and delivering training on the NEC Housing system, including specialist knowledge of EDMS and IHMS applications.
Key Responsibilities

Deliver engaging, effective in-person training sessions.

Design training materials tailored to service needs.

Collaborate with stakeholders to identify learning priorities.

Manage training schedules and deliver programmes proactively.

Evaluate and enhance training content for continuous improvement.
Requirements

Strong knowledge of Housing Benefit and/or Homelessness Reduction and Prevention.

Proven track record of designing and delivering NEC Housing system training.

Excellent facilitation, presentation, and organisational skills.

Ability to influence and work credibly with stakeholders at all levels.

Highly motivated, innovative, and adaptable approach.

Strong technical skills with proficiency in Google applications.
