Our local authority client based in Leicester are urgently seeking an experienced Housing Investment and Compliance Services Manager.

*£45 an hour Umbrella

Job Purpose

To lead, manage, and deliver planned maintenance, property improvements, and compliance functions relating to the delivery of landlord services to ensure that as far as reasonably practicable the Council acts in accordance with all relevant legislative, statutory, and regulatory obligations, that tenants, the public and staff are kept safe, and that services delivered are of a high quality. To deliver an effective and appropriate service to all service users, fairly and without discrimination.

Main Duties and Responsibilities

  1. Provide expert professional and technical knowledge in relation to all housing maintenance, compliance, and planned improvement functions delivered and required by the Council.
  2. Provide an effective, efficient, and timely maintenance, compliance, and planned improvements service for the homes, communal areas, and other assets in the housing revenue account for which the Council is responsible, to achieve and maintain compliance with the Decent Homes Standard and fulfil the Councils repairing obligations.
  3. Produce an accurate, up to date and evidenced stock condition data set based on a physical assessment of all homes, and act on this data to develop and deliver programmes to achieve good quality, well maintained, energy efficient, and safe homes for tenants, which comply with all legal requirements.
  4. Develop, obtain, record, analyse, report, and act on key performance information relating to the delivery of maintenance, compliance, and planned improvement services, to provide assurance to tenants and members that clearly defined and appropriate timescales for the completion of tests, servicing, and works are being achieved.
  5. Develop and deliver maintenance, compliance, and planned improvement services that are informed by the diverse needs of tenants, individual needs are met, and services are underpinned by clear and timely communication with and the provision of information to tenants.
  6. Deliver a high quality and timely disabled adaptations service to tenants.
  7. Ensure that as far as reasonably practicable, appropriate maintenance, compliance, and planned improvement contracts are procured with relevant contract terms, and subsequently well managed.
  8. Consider the health and safety of tenants in the design and delivery of services and take reasonable steps to mitigate any identified risks to tenants.

Qualifications

  • Qualified to degree, diploma, HNC or equivalent level in a repairs, property maintenance, surveying, construction, or related field.

Or

  • Equivalent substantial experience sufficient to demonstrate the competency levels required.
  • Membership of the RICS, CIOB or equivalent professional body.
  • A relevant health and safety qualification e.g. NEBOSH National General Certificate.

Skills / Knowledge

  • Proven management experience in the delivery of a high-quality repairs, maintenance, planned improvement, or related field.
  • Extensive knowledge of the legal, regulatory and statutory framework relating to the delivery of repairs, maintenance, and planned improvements to tenants, and in communal areas.
  • Extensive experience of managing significant revenue and capital contracts.
  • Experience of managing performance in a high pressure environment.
  • Experience of managing, preparing, monitoring and controlling budgets within a Value for Money Framework.
