Connect2Luton are excited to recruit a Legal Interim Specialist on behalf of Luton Borough Council.

Main purpose of position:

Seeking a highly experienced Interim Legal Specialist to lead a comprehensive review of our legal services over a period of approximately 3 months. This interim role is central to identifying opportunities to transform, improve efficiency, scope service re-design and drive value for money across our legal services.

Successful candidate will provide strategic insight, benchmark against best practice and recommend a future operating model, please see programme delivery for details of expectations of role.

You will be responsible to:


Understand current operating model (structure, processes and procedures), including bench marking against other Local Authorities. And what work is undertaken within legal that should and could be done within departments to relieve pressure on valuable Legal resources.

Consider whether the current operating model is adequately resourced to support the corporate and strategic vision of Luton 2040.

Understand all budget spend on legal services (i.e. total council spend - internal and external), with a focus on developing a fit for purpose future budget in line with the new Target Operating Model.

Review and evaluate one-off spends on external expertise and the value for money.

A review of funding from internal departments to evaluate value for money and if needs are being met or more funding is required.

A clear view of current legislative requirements and targets, which can be utilised to inform a future legal services performance dashboard.

Conduct an analysis of current work demands into Legal Services (individually across the four key teams) to assess the relative risk aware/aversion held by internal service users across the council, what this means in terms of the associated resources required and how this to be addressed.

Develop the preferred option into a Full Business Case, using five case model and to determine investment required, savings available or income generation opportunities available and cost avoidance (including via demand failure and management).

Provide project plan and governance to deliver against the new Target Operating Model.

Skills and Experience:

  • Significant experience of working within local authority legal services
  • Strong understanding of governance, legal compliance
  • Able to work on own or as part of a team. Able to prioritise, plan and organise heavy workload within a matrix management arrangement to meet conflicting priorities, targets and deadlines
  • Decisive and able to exercise judgement within an agreed framework and able to assess and manage high levels of risk
  • Able to demonstrate high level problem solving that is creative and shows leadership within developing and agreed frameworks
  • Passion for and knowledge of best practice on customer services, digital channels and access models

  • Able to attend meetings outside of the borough for both the Council and external clients as required and attend meetings in the evenings
