Connect2Luton are excited to recruit a Project Quantity Surveyor on behalf of Luton Borough Council.

Main purpose of position:

To support the Design team in the delivery of numerous major projects by undertaking the full range of pre and post contract quantity surveying services including cost consultancy to ensure the effective and timely delivery of best value services that comply with all statutory building and design requirements and Council policy.

You will be responsible to:

路Prepare Bills of Quantities, Schedules of Works, Specifications and all contract documentation, ensuring that these comply with the project brief and timescale, budget estimates, all relevant legislation, regulations and policies.

路Manage designated projects and act as lead consultant working closely with and advising a wide range of professional officers from departments within the Council and outside organisations to ensure smooth and timely progress of projects and also ensure compliance with all necessary legislation and other requirements.

路Undertake cost consultancy for a diverse range of schemes by preparing preliminary estimates, cost plans, feasibility studies including advising clients/ Architects on economical construction methods, procurement strategy, programming and contract matters, to enable costs to be accurately advised to clients. Advise clients by undertaking option appraisal to enable life cycle cost studies to be developed for the Asset Management Plan.

路Assist the service with planning and scheduling new work and in dealing with incoming enquiries in order to provide best value and timely services to clients. Assist in marketing of the service.

路Prepare reports with recommendations on new work and work in progress for committees and working groups so that progress can be monitored and appropriate decisions made.

Skills and Experience:

  • In-depth experience of Quantity Surveying work, associated procedures and practices, preferably in a large public/private sector organisation
  • Able to consult, negotiate, influence and persuade a wide range of people
  • Able to create and maintain working partnerships and relationships, both internally and externally
  • Able to understanding and adhere to complex regulations and procedures and to effectively assimilate procedural and technical detail
  • In depth knowledge of contract administration, NEC Form of Contract, JCT Design and Build, Intermediate and Minor Works Forms of Contract
  • In-depth knowledge of Standard Method of Measurement and Codes of Procedure for Quantity Surveying Practice
  • Degree in Quantity Surveying and Member of the RICS
