Manchester City Council are seeking a Development Control Engineer to play a key role at a senior level within their Highways Development Control Team. This position is crucial for assessing planning applications and influencing high-quality development outcomes that comply with relevant legislation, policy, and guidance.

Day-to-day of the role:
  • Act as Engineer / Planning Application Assessor, managing a diverse caseload of planning applications including strategic major developments.
  • Provide high-quality technical responses and maintain communication with the Planning Authority.
  • Engage in stakeholder support and negotiation with both private and public clients, external stakeholders, including Transport for Greater Manchester and developers.
  • Undertake quality assurance tasks including technical reviews of design information and reports.
  • Conduct pre-application discussions with developers, offering technical guidance and influencing outcomes.
  • Negotiate with developers to secure new or improved highways infrastructure through appropriate legal highway agreements and planning conditions.
Required Skills & Qualifications:
  • Significant experience within a highways environment, specifically in Development Control, including the review of or input into planning submissions either as a technical assessor or Transport & Highways Consultant/Planner.
  • Minimum of an HNC / Degree in a relevant Planning /Highways discipline.
  • Chartered/Incorporated Engineer status or Membership of a relevant Institution would be advantageous.
