An exciting opportunity has arisen for an experience Highway Engineer to come and join a busy client in the Manchester area to take the lead in managing  Stopping Up Orders and legal highway closures under the Highways Act 1980 and the Town and Country Planning Act 1990.

The experienced Highway Engineer will also provide valuable support in the delivery and technical review of Section 278 and Section 38 highway agreements - assessing highway designs, inspecting site works, and ensuring developments meet the Council's standards.

The main duties of the experienced Highway Engineer are:
 

  • Lead on all stopping up and highway closure applications - from initial enquiry to legal order.
  • Act as the main point of contact for applicants, legal teams, planning officers, and the public.
  • Draft legal notices, reports, and orders with support from the legal team.
  • Interpret and apply relevant legislation and planning policy.
  •  Undertake site visits, public consultations, and attend inquiries where required.
  • Support the technical review and delivery of S278/S38 agreements.
  •  Maintain accurate records and contribute to performance reports and policy development.
  • Represent the Council in internal and external meetings.


Key experience needed for the role:

  • Strong working knowledge of Highways Act 1980 and Town and Country Planning Act 1990.
  • Proven experience managing legal highway closure processes or similar statutory procedures.
  • Excellent communication and stakeholder engagement skills.
  • Confident in interpreting technical and legal documentation.
  • Highly organised with strong attention to detail and time management.
  • Proficient in Microsoft Office; familiarity with GIS, AutoCAD or document management systems is a plus.
  • Previous experience in a local authority or highways legal environment.
  • Working knowledge of Section 278/38 processes.
