Overall purpose of this role of Lawyer
The lawyer provides legal and procedural support across ICAEW's regulatory committees, ensuring decisions are fair, robust, and compliant with relevant frameworks. Working under the direction of the Senior Lawyer or the Head of Committees and Tribunals, the postholder plays a key role in the delivery of legally sound outcomes, contributes to legal reviews, and supports governance, training, and recruitment. The role requires legal expertise, neutrality, and sound judgment in a high-volume, high-stakes regulatory environment.
Responsibilities include:
Committee meetings
- To take ownership of, and attend meetings of the committees, as directed by the Head of Committees and Tribunals, acting as secretary, and provide robust legal and procedural guidance to ensure that decisions are fair, transparent, consistent and legally defensible.
- To the uphold the independence of the committee and always maintain the neutrality of the Secretary role, while interpreting and applying relevant regulations, ICAEW's Guidance on Sanctions, and applicable policies.
- Act as a critical legal safeguard in reviewing and refining committee decision drafts prepared by officers, ensuring they are robust, legally sound, and aligned with public law principles, ICAEW regulations, and regulatory expectations.
- Work with Committees and Tribunals Officers to ensure the smooth, efficient, and compliant running of meetings.
- Act as the first point of contact for procedural queries and/or complaints arising from regulatory committee decisions, drafting legally sound responses and advising on process integrity in a timely manner. In doing so, identify legal risks, such as procedural error or perceived unfairness, and, where possible, mitigate these through clear, neutral responses to the member.
- Provide legal and procedural support to Committees and Tribunals Officers and case managers in relation to committee matters to help ensure consistency and compliance across all casework
Gateway reviews
- Conduct legal "gatekeeper" checks on regulatory cases at draft report stage, under the direction of the Senior Lawyer or Head of Committees and Tribunals.
- Identify any substantive or procedural issues in advance of committee referral, helping to minimise risk of deferral.
- Support the review and implementation of updated policies, regulations, or internal guidance aligned with legal developments.

Lawyer Candidate Profile
Requirements include:
- Legally qualified
- Knowledge of the role and responsibilities of professional regulators
- Understanding of regulatory/disciplinary committees and legal decision-making processes.
- Strong written and verbal communication skills with the ability to explain legal concepts to non-lawyers.
- High attention to detail and experience in drafting or reviewing committee decisions and formal minutes.
- Proven ability to work under pressure and manage relationships across internal and external stakeholders.
- Ability to quickly learn and apply ICAEW's regulatory framework, including the Disciplinary Byelaws.
