Our client, London Borough of Newham,is looking for a Director of Environment and Sustainable Transport to join their Team.
MUST HAVE LOCAL AUTHORITY EXPERIENCE
To lead and manage a portfolio of services including: Street cleansing, recycling and waste management; Highways, traffic management, Parking services and sustainable transport; Parks and open spaces, and grounds maintenance; Licensing and regulatory services (trading standards, licensing, health and safety, food safety, registrars and cemetery, animal welfare); and Community safety (emergency and business continuity planning, CCTV control room; police contract, neighbourhood operations and anti-social behaviour enforcement). As a member of the Corporate Leadership Board (CLB), to work collaboratively with other corporate directors and external stakeholders to achieve the Council's Corporate Plan and priorities.
Role context
1. The post holder reports to the Chief Executive.
2. The post holder has line management responsibility for up to 5 direct reports and overall responsibility for all staff in the Environment and Sustainable Transport directorate.
3. The post holder has responsibility for all services within the directorate and oversight and management of all aspects of the budget (in excess of 64m) in the Environment and Sustainable Transport directorate.
4. The post holder will be accountable for a geographical area of Newham, the citizens assembly that covers that area and the quality of Council services delivered to the people in that part of Newham.
5. The post holder will be jointly accountable with the rest of the corporate management team for the delivery of the Council's Equality and Diversity action plan and will personally lead and champion it.
6. The post holder will participate in the Councils emergency arrangements as an on call member of the strategic or tactical response team at the appropriate level.
7. The post holder will ensure that Health & Safety legislation and the Council's Health & Safety requirements are all complied with.
8. The post holder will be required to work some evenings, weekends and occasional public holidays in order to meet service requirements and to ensure appropriate representation of the Council with residents, the Mayor and all elected Members, and external bodies.
9. This is a politically restricted post under the Local Government and Housing Act 1989 and the Local Government Officers (Political Restrictions) Regulations 1990. The individuals holding this post cannot have any active political role. Politically restricted employees are prohibited from:
* standing for office as local councillors, MPs, MEPs, Members of the Welsh Assembly or Members of the Scottish Parliament,
* canvassing on behalf of a political party or a person who is, or seeks to be, a candidate, and
* speaking to the public at large or publishing any written or artistic work that could give the impression that they are advocating support for a political party.
