Panoramic Associates is supporting our public sector client to recruit a Procurement Officer on a permanent basis. This is an excellent opportunity for a procurement professional looking to advance their career within a supportive organisation known for developing internal talent, many senior staff have progressed from within.

Key Responsibilities:* Support Category Managers in delivering procurement projects, conducting options appraisals, and managing tender and contractual arrangements in line with regulations and deadlines.* Coordinate contract and supplier management, maintain accurate records, and support market engagement to drive best value.* Ensure all procurement activities comply with Contract Procedure Rules, public procurement legislation, and ethical standards, while promoting continuous improvement and collaborative practices.* Liaise with internal and external stakeholders, supervise Procurement Assistants, and contribute strategic procurement objectives.

Essential Criteria:* CIPS qualified, working towards, or evidence of relevant CPD.* Proven experience in public sector procurement, ideally within a politically influenced environment.* Strong understanding of public sector procurement regulations, including completed training on the Procurement Act 2023.* Experience managing end-to-end procurement processes.* Skilled in spend analysis to support procurement decisions and report on savings, local spend, compliance, and social value.* Confident using e-procurement tools and platforms.* Familiar with category strategies and their implementation.* Strong commercial and market awareness.

Desirable Criteria:* Supervisory experience.* Strong planning and organisational skills.* Expertise in contract and supplier management.* Experience in place-based procurement categories.
