Interim Head of Housing

£68,000 per annum

Long Stratton, Norwich, Norfolk

Fulltime: 37hrs per week, 12 Month Fixed Term Contract

We have an exciting opportunity for an Interim Head of Housing to join the Tenant Services department to lead a dynamic and committed team to deliver high-quality, empathetic and customer-focused services while ensuring compliance with regulatory requirements and strategic goals.

Key Responsibilities Include:

  • Lead the Housing team, providing clear direction, motivation, and support to ensure a high-performing, customer-centric service
  • Develop and implement the various strategies (including ASB & Community Safety) in ensuring alignment with the Housing Association’s overall vision and objectives.
  • Manage the day-to-day operations of the housing service, ensuring that services are delivered on time, within budget, and in line with customer expectations.
  • Lead the performance monitoring and reporting for housing services, ensuring key performance indicators (KPIs) are achieved and where improvements or challenges are met, then to co create solutions with tenants and colleagues to produce improved outcomes
  • Act as a point of escalation for complex housing issues, providing support and resolution to tenants as required.
  • Oversee the budget for the Housing department, ensuring cost-effectiveness and financial control.
  • Build and maintain relationships with local authorities, partner agencies, and other stakeholders to ensure the effective delivery of housing services.
  • Ensure compliance with all regulatory frameworks, including housing law, equality and diversity standards, data protection, and health and safety.

Our Ideal Candidate Will Have:

Education and Qualifications:

  • Degree level or equivalent relevant professional qualification or qualified by experience (E).
  • A professional qualification in housing management (e.g., Chartered Institute of Housing (CIH) Level 4 or higher) (E), or the ability to work towards.
  • Evidence of continued professional development (E).

Experience:

  • Significant experience in housing management, with a proven track record in leadership and service delivery within a housing association or similar environment (E).
  • Demonstrable experience in managing teams, with a focus on performance, motivation, and development (E).
  • Experience in managing housing allocations, rent collection, voids, and repairs processes (E).
  • Proven experience in strategic planning, policy development, and implementing service improvements (E).
  • Experience in stakeholder engagement and partnership working, particularly with local authorities, contractors, and third-party service providers (D).

Skills, Knowledge and Abilities:

  • Strong leadership and people management skills, with the ability to drive performance and create a positive working culture (E).
  • Knowledge of relevant housing legislation, including tenancy law, housing management, and health & safety regulations (E).
  • Strong financial management skills, including budget planning and resource allocation (E).
  • Excellent understanding of the issues facing social housing tenants and the ability to respond to their needs effectively (E).
  • Knowledge of digital systems and tools used for housing management and customer engagement (E).
  • Excellent communication and interpersonal skills, with the ability to engage with tenants, colleagues, and external stakeholders at all levels (E).
  • Strategic thinking and problem-solving abilities, with a focus on achieving outcomes in a complex, evolving environment (D).

Personal Attributes:

  • High level of emotional intelligence, with the ability to manage challenging situations and provide support our colleagues, tenants, customers and residents (E).
  • Ability to prioritise, manage multiple tasks, and meet deadlines (E).
  • A commitment to delivering services with integrity, transparency, and a focus on improving the lives of our tenants (D).
  • Willingness to occasionally work out-of-hours work, depending on the needs of the service (D).
  • A clean, valid driving license may be required, depending on the geographical area of responsibility (D).
