We are seeking an enthusiastic and engaging experienced Surveyor to join our team. The ideal candidate will provide professional and technical advice to head teachers and premises managers across diverse educational and operational environments. Your responsibilities will include delivering minor building projects and coordinating reactive repairs using established framework contractors within a designated geographical area.
The District Surveyor will act as the first point of contact for our clients and is expected to be able to provide sound professional advice on all property related matters. Managing client relationships and setting expectations are fundamental for this customer focused role. Co-ordinating all contract work from inception to completion, advising on statutory requirements including Planning, Building Control, Asbestos and Fire Safety are necessary in order to assist our clients in fulfilling their Premises Management responsibilities. Providing advice on the priorities for planned programmes of work and at the same time responding to urgent reactive maintenance requirements are all part of our service.
Candidates must be able to review, analyse, advise and report on service level agreements and client's planned & reactive maintenance budget expenditure. To manage the SLA agreement with member schools providing premises management, strategy and planning advice together with 24/7 emergency assistance. The provision of support and advice on complex and technical areas of school building; operation, management, funding and Health & Safety compliance including the Construction Design and Management (CDM) Regulations and HSAW Act.
This role also provides consultant advice to external clients and the schools aided sector including the Diocese of Cumbria, Lancaster, Blackburn, Salford, Liverpool and West Yorkshire.
You should be able to proactively collaborate with other members of the Building Design Team, and across the workplace's other Design and Construction disciplines, working within well-defined functional objectives yet questioning and challenging workplace practices and procedures based on improvements in technology, legislation or improved efficiencies.
Accountabilities / Responsibilities:
• Manage reactive and planned maintenance projects.
• Manage/ co-ordinate planned project works on behalf of the client, commissioning projects of higher value to the Projects Team, undertaking the role of Principal Designer under the CDM Regulations.
• Assist clients with forward planning/ budgeting to maintain and ensure properties are fit for purpose.
• To develop and co-ordinate bids on behalf of School's for capital improvement works.
• Work collaboratively with external partners such as Lancashire County Developments Ltd (LCDL) to help them fulfil their statutory functions.
• Provide construction related Health and Safety advice.
• Provide property functions/ support to other related services in house i.e. School & Residential Care Catering Service.
• Strategy and planning advice including Engineering Service contracts.
• To provide 24/7 support for all Schools / corporate retained buildings / care homes / day centres etc. for any building work repair and maintenance requirements and related emergencies 365 days a year.
• Cover out of hours' emergency telephone standby duty on a rotational basis.
• Supporting clients with property related risk management.
• Undertake building surveys, schedules of dilapidation, condition surveys and provide building work cost estimates as required.
• Carry out inspections of High Alumina Cement (HAC) buildings.
• Deliver and manage complex and high risk service assignments and activities (e.g. Inspections, assessments, investigations, managing caseloads), to meet service requirements and to ensure the best outcomes for both customers and the workplace.
Skills, Knowledge and Experience To include:
• A professional member of the Royal Institution of Chartered Surveyors (RICS) or members of the Chartered Institute of Building (CIOB). Plus experience or substantial vocational experience demonstrating development through involvement in a series of progressively demanding roles.
• Must have - Interpersonal skills to discuss and meet with external and internal clients about building related matters.
