Outage Quantity Surveyor

Reporting to the Contract & Costs Manager

Based in: Wilton

Position overview:

Working as part of the Outage Engineering Team reporting to the Contracts & Cost Manager, the Outage Quantity Surveyor will be responsible for implementing best practice contract management and cost control measures across the Outage portfolio.

The Outage Quantity Surveyor will require strong contractual knowledge and will be instrumental in managing budgets, costs and contractors with the Outage team. Advising the Outage team on any potential opportunities or issues associated with the Outage and having the ability to influence the team to ensure action to be taken before the Outage is impacted.

Key Roles and Responsibilities:

  • Accurate cost forecasting and early identification of potential overspends
  • Identification and management of risks and opportunities
  • Management and commercial reporting of multiple Outages
  • Review and verification of labour allocations
  • Monitoring of labour requirements and levels in-line with Outage plans
  • Developing and implementing a portfolio reporting system allowing easy to read pertinent Outage information to be communicated to the management team
  • Proactive continuous improvement in the delivery of Outage and their commercial reporting
  • Driving cost effectiveness and savings across the Outage portfolio
  • Working with the Outage teams to develop estimates for sanctioning
  • Responsible for valuation processes including reviewing, challenging, and agreeing contractor applications for payment and raising payment certificates
  • Provision of cost to date and cost forecast data including interrogation of the data to explain spend
  • Preparation and submission of cost accrual data
  • Assisting the Contracts & Cost Manager in the production of business information
  • Assisting in the development and implementation of new contracts and their reporting and monitoring mechanisms
  • Reviewing and challenging estimates to ensure cost certainty
  • Calculating and monitoring of key performance indicators to drive efficiencies and to satisfy contractual mechanisms
  • Planning and leading contractor commercial meetings, recording and issuing any action logs/minutes
  • Implementation and management of change processes, ensuring they are conducted in accordance with contractual terms and timelines
  • Final account negotiations and settlements

Qualification, Skills & Experience:

  • Minimum HNC or equivalent
  • Strong practical Health, Safety and Environmental awareness
  • Strong interpersonal, people management and motivational skills
  • Good negotiation and influencing skills
  • Ability to work as an integral team member, also to act on own initiative and make decisions
  • Experience using SAP systems
  • Contract management experience including strong contract and commercial awareness
  • Intermediate/advanced IT skills, particularly in Microsoft Excel
  • Valid Driving Licence
  • Degree in Quantity Surveying or equivalent - Desirable
  • Cost Management experience in Power Generation, Process or Oil & Gas industries - Desirable
  • Outage Cost Management experience - Desirable
  • Contract Management experience - Desirable
  • Risk Management experience - Desirable
