Finance Manager Salary: £63,990 (including Market Supplement & Deputy S151 Allowance)West Midlands Hybrid Working We're looking for a talented and driven Finance Manager to lead our Financial Services function at Rugby Borough Council. This is a fantastic opportunity to play a key role in supporting the Council's transformation agenda and long-term financial sustainability. As Deputy Section 151 Officer, you'll be the technical lead on all financial matters, working closely with the Chief Officer for Finance & Performance to deliver efficient, high-performing, and value-for-money services across the Council. Key responsibilities include:

  • Leading the Financial Services team and overseeing all operational finance functions
  • Acting as Deputy Section 151 Officer, supporting statutory responsibilities
  • Driving service transformation, efficiency, and income generation
  • Ensuring compliance with financial regulations and CIPFA Accounting Codes
  • Supporting strategic financial planning and budget management

We're looking for someone who is:

  • CCAB or CIMA qualified
  • Experienced in a senior finance role, ideally in local government
  • Knowledgeable about local authority accounting, including HRA, Capital Accounting, and Treasury Management
  • Politically astute, with excellent communication and leadership skills
  • Proactive and confident in driving service change and innovation
