- Experience in Geotechnical/Earthworks projects.
- Reservoir experience desirable.
- Good communication skills (client/contractor/QCE/Principal designer).
ECC Supervisor Scope
1. Carry out the duties of ECC Supervisor for the construction works as required by the Client's NEC4 Engineering and Construction Contract. The Supervisor shall maintain close contact with the ECC Project Manager and the Client in order that their actions reflect the Client's objectives for the project.
2. Monitor the site set-up works, clearance works, construction works, and site reinstatement, and supervise any environmental surveys or environmental high risk works for the site.
3. The Supervisor shall ensure the works are undertaken in accordance with the Contract and shall issue Defect notifications when required.
4. All earthworks testing must be witnessed (or advised where this is not feasible/possible) and documented accordingly. Earthworks advice may be requested/offered where material does not meet the testing specification with proposals to improve the material to achieve the specification. Liaison with the contractor earthworks team and the QCE/delegate are critical.
5. The Supervisor shall receive and review method statements and risk assessments from the Contractor. The Supervisor shall alert the ECC Project Manager and Contractor of any concerns that arise from the reviews.
6. Where there is the potential for delay to the construction programme the Supervisor shall inform the ECC Project Manager as soon as he/she becomes aware.
7. The Supervisor shall attend a start-up meeting, monthly ECC progress meetings.
8. The Supervisor prepares weekly site reports throughout the construction and defects period using the template proposed by the Consultant and agreed with the Client. The Supervisor is to prepare and submit the weekly site report to the Employer's project manager on Monday of the following week. The report is to include but is not limited to: i. activities undertaken ii. plant and labour on site iii. planned and actual progress of the ECC contract and short-term review (last two and next two weeks) iv. record of tests and whether witnessed by the Supervisor, including statement of the contractor's proposed offering for acceptance of elements of the works. v. record of acceptance of the works with statement of verification tests. vi. health, safety and welfare items vii. environmental items, including: statement of status of the site waste management plan, record of Supervisor's checks in accordance with Item 5, statement of status of the environmental action plan viii. photographs of the works ix. contractor's updated risk assessment and method statement schedule x. the report will be circulated to the project team and uploaded to Asite.
9. Any defects should be raised in line with contract, with associated contractual process followed for close out.
10. Defects will be raised reported to the ECC Project Manager. The defects period for the works is 52 weeks following the issue of the Completion certificate for the construction works. The Supervisor will be responsible for listing any uncorrected Defects and once rectified, issuing the Defects certificate. The Supervisor shall undertake a final site visit within one month of the end of the ECC defects date. Defects will be reported to the ECC Project Manager. Further site visits to review Defect corrections are not part of this commission and will be instructed separately.
11. The Supervisor reviews and provides written responses for Contractor submissions including As-built's, technical queries, RAMS. These should be in line with the ECC Scope covering: - full, timing and sequence of construction including the use and design of temporary works, materials, plant and equipment proposed by the Contractor. - Indication of activities that represent a higher than normal level of health and safety risk.
12. The Supervisor is to check the contractor's compliance with the Environmental Action Plan (EAP) and ensure that the contractor is fulfilling its obligations.
