Description
A senior-level architect with a strong understanding and experience in large-scale, digitally enabled change within local government or public service organisations. The ideal candidate will possess demonstrable technical expertise and a comprehensive understanding of the following architecture domains:
- Business
- Data
- Application
- Technology
The successful candidate will work with an established transformation team to address identified service improvements and collaborate with stakeholders to ensure a cohesive architectural approach.
This role will be supported by a solution architect from the council's DDaT service and will be embedded within our transformation programme team. The aim is to help identify, scope, and design solutions, providing innovative ideas and exploring "the art of the possible" to drive business improvements and achieve the ambition of creating a single view of the customer.
The role requires a blend of creative thinking, sound business judgement, and technical knowledge. It is well-suited for someone with an enterprise or principal architecture background who also possesses strong application, data, and technical skills.
Key Responsibilities:
- Contribute to the top-down design of the Target Operating Model (TOM), working on identified opportunities where digital solutions can drive service improvements.
- Ensure a cohesive architectural approach is adopted in the design of digital changes across workstreams. This includes considering applications and data at all phases, such as application rationalisation and aligning data usage with the council's data strategy.
- Produce high- and low-level detailed designs, collaborating with stakeholders to ensure all perspectives are incorporated into the design process.
Profile
The following skills will be required:
- Experience in leveraging digital technologies to enable operating model changes within local government.
- Experience in producing both high- and low-level solution design documentation.
- Strong understanding of the opportunities and threats posed by emerging technologies.
- Knowledge of user-centred service design and enterprise architecture principles.
- Excellent problem-solving skills with the ability to think creatively and strategically.
- Strong communication and stakeholder management skills, with the ability to convey complex technical concepts to non-technical audiences.
- Experience in collaborating with cross-functional teams to deliver integrated solutions.
- Robust understanding of data architecture and the ability to align data strategies with business objectives.
- Demonstrable experience in delivering digital transformation projects.
- Ability to identify and mitigate risks associated with digital transformation initiatives.
- Familiarity with industry standards and best practices in enterprise architecture.
Along with the following technical knowledge:
- Digital Technologies: In-depth understanding of digital technologies (e.g. Cloud services, data analytic tools, AI) and their application in enabling operating model changes within local government.
- Solution Design: Strong skills in creating both highand low-level solution design documentation, ensuring all technical aspects are considered.
- Emerging Technologies: Awareness of the opportunities and threats posed by emerging technologies, and the ability to integrate these into a local government environment.
- Enterprise Architecture: Strong experience of enterprise architecture methodologies.
- User-Centred Design: Understanding of usercentred service design principles and their application in developing effective digital solutions.
- Data Architecture: Expertise in data architecture, including data modelling, data integration, and aligning data strategies with business objectives.
- Application Architecture: Comprehensive knowledge of application architecture, including application rationalisation, integration, and lifecycle management.
- Technology Architecture: Familiarity with technology architecture, including infrastructure, cloud computing, and network design.
- Security: Understanding of cybersecurity principles and best practices, ensuring that solutions are secure and compliant with relevant regulations.
- Integration: Experience with system integration, including APIs, middleware, and other integration technologies.
- Project Management: Experience of working under project management methodologies (e.g. Prince2, Agile) in delivering digital transformation projects.
- Regulatory Compliance: Awareness of relevant regulatory and compliance requirements applicable to local government, ensuring that all solutions adhere to these standards e.g. GDPR
Job Offer
600 - 650 per day dependent on experience (rate to umbrella)
