Property Development and Delivery Manager - Northamptonshire Police Force

Our client is looking for a motivated Property Development and Delivery Manager to join their team in Wellingborough, North Northamptonshire on a temporary basis until April 2026. Working Pattern:

Contract Type: Temporary, 37 Hours per week, 24.47 per hour Monday to Friday 8am - 4pm or 9am to 5pm
End Date: April 22, 2026
Driving Required: Yes
Location:Darby House (Primary base) with agile working where possible but, travel and working in locations across the Police and Fire Estate per delivery programmes.

About the Role:
As the Property Development and Delivery Manager, you will be the senior project management lead, steering a series of planned outcomes that align with the Estates Strategy. Your expertise will ensure that buildings are prepared for occupancy and disposal while managing your team effectively.


Key Responsibilities:

Lead the strategic process of change, ensuring seamless transitions for business operations.
Collaborate with key stakeholders to prepare premises for smooth business continuity.
utilise existing staff to enhance project team capabilities.
Manage projects, including minor works over 250k, as directed by the Estates Board.
Supervise and develop a team of project staff, ensuring high performance.
Oversee condition and specialist surveys, focusing on energy sustainability.
draught and maintain project deliverables, including business cases and risk logs.
Foster positive stakeholder relationships and manage inter-agency partnerships.
Monitor project costs and budgets, demonstrating value for money.
Conduct research and provide insightful reports with statistical analyses.

Essential Criteria: To succeed in this role, you should have:

A degree or equivalent qualification.
Proven project management experience, particularly in estates-related process improvement.
A track record of managing projects of corporate significance.
Strong planning and organisational skills to meet deadlines and manage budgets.
Excellent interpersonal and communication skills, with the ability to influence and negotiate effectively.
Experience in mapping and improving business processes.
Managerial experience with the ability to motivate a small team.
High computer literacy, including proficiency in project management software.

Desirable Criteria:

A recognised project management qualification.
Proficiency in Microsoft Office, Outlook, PowerPoint, and Project.
